Cattany <br />Division Director <br />Natural Resource Trustee <br />Re: Breeze Basin Sand and Gravel Pit, 112c pern:it Application No. M-2008-022, Preliminary <br />Adequacy Review. <br />Dear Mr. Scanlon, <br />The Division of Reclamation Mining and Safety has begun the review process for the above referenced <br />112c application. Per Rule the tentative decision date is set for July 14 1h 2008. The date may change if <br />the application receives an objection or all issues have not been addressed by that time. Staff has <br />completed a Preliminary Adequacy Review (PAR). Please note, clarify or correct the following: <br />6.4.1 - Exhibit A, Legal Description, appears to be acceptable. <br />6.4.2 - Exhibit B, Index Map is acceptable. <br />6.4.3 - Exhibit C, Pre-Mining and Mining Map is acceptable <br />6.4.4 - Exhibit D, Mining Plan <br />(c) Please provide statement that erosion and sedimentation controls shall be installed prior to <br />any surface disturbance. <br />6.4.5 - Exhibit E, Reclamation Plan <br />(f)(ii) DRMS request a revision of the proposed seed mix. Three Wheatgrasses and a ricegrass <br />are not sufficient for a pastureland mix. It is as monoculture of Wheatgrasses. More diversity is <br />needed. Vegetation on site notes timothy and basin wild rye along with others. <br />Staff needs more information on shrubs / trees / and wetlands vegetation "to be selected and <br />planted by the landowner. If it is proposed in the Reclamation Plan DRMS must account for it in <br />the reclamation bond. Please provide species, quantities and planting methods. <br />It is stated that the island and its vegetation will be left undisturbed. Please clarify how <br />dewatering and the lowering of the groundwater table surrounding the island will not affect at the <br />trees and shrubs in the area. <br />6.4.6 - Exhibit F, the Reclamation Map is acceptable. <br />6.4.7 - Exhibit G, Water Infonnation <br />It is noted that the applications for the water well pen-nits are included with the application. <br />However there is no indication of acceptance by the Water Resources Department or the Water <br />Court. Please provide the approved well permits. Without the well permits or a temporary <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
