II1. COMMENTS - COMPLIANCE
Colowyo C-1981-019
16 April 2008 _,
Pg 1/5
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS.
The inspection was conducted on 16 April 2008. Ryan Pawlowski of CCC
accompanied me on the inspection. The mine was actively mining coal and hauling
coal to the loadout at the time of the inspection. The weather warm and sunny and
the ground was mostly dry. The majority of the snow has melted and only some snow
on north-facing slopes and at higher elevations remains.
Signs and Markers: - All of the necessary signs were in place as required at the time
of the inspection. Mine ID signs were in place at the main entrance and at all of the
ponds along Colorado Highway 13 as required. Colowyo has a mine identification
sign at the access point (by the Sturgeon house) along Colorado Highway 13, which
is the access point to the Section 28 Pond.
Roads: - The mine access road and haul road to the Gossard Loadout is a paved
road. The road was well maintained and in good condition.
- The haul roads in the East and West pit areas were dry and appeared to be well
maintained and stable at the time of the inspection. No erosional problems were
noted on these roads. There was some dust on the roads but the operator was
actively watering the roads.
- The light-use roads around the Gossard Loadout and to the rail loop were dry and
appeared to be well maintained and in good condition at the time of the inspection.
- The haul roads in the Bower project area (topsoil removal) are well maintained and
appear to be stable. These roads are in the Taylor Draw and along the west edge of
the Section 16 Pit. There is also a new haul road that was constructed just south of
the existing Section 16 Pit. This road is for continued topsoil removal operations in
advance of the mining in the South Taylor area.
- The light-use roads in the East Pit reclamation area were all mostly dry. There was
some minor rutting and rilling from the winter but overall these roads appeared to be
stable and were in good condition.
- The Sturgeon road (to access the Section 28 Pond and the future Section 21 Pond)
was mostly dry with a few muddy spots at the time of the inspection. The road
appeared to be stable and no erosional problems were noted on the road. This road
was somewhat improved last fall for the construction of the Section 28 Pond. The
road was hard bladed and Missouri crossings were put in place. That work, along
with the gravel surfacing of the road, will need to be completed this spring/summer
to get the road up to light-use road standards. At that point Colowyo will need to
submit an as-built drawing and certification for the road.
i
