Pursuant to your request, I have completed a completeness review for the referenced permit
sections. Based on my review, I believe the application is Complete, with respect to the subject
sections. I have asterisked a one item (surface owner postmining land use comments) that might be
considered questionable with respect to Completeness, and included explanation at the end of the
memorandum.
