Chapter II <br />- Compaction tests performed on this material <br />. indicated maximum dry densities between 88.2 to <br />93.4 pcf. <br />- Stability analyses of both the existing and proposed <br />refuse pile indicated acceptable factors of safety, <br />higher than 1.5 for both the existing refuse pile <br />configurations with slopes 38 degrees and for the <br />proposed pile, with a slope equal to 27 degrees <br />(approximately 2(H) : 1 (~), for a slope height of <br />300 feet. <br />- As MLRD regulations require the maximum slope of <br />the waste disposal facility not to exceed 2(H) : 1(~, <br />further extensions of the waste disposal and the new <br />waste disposal facilities were designed in slopes not <br />exceeding 2(H) : 1 (~. <br />- Mid-Continent transported the coal refuse from the <br />wash plant to the disposal site by a conveyor belt. A <br />dozer then spread and compacted the refuse in <br />layers not exceeding 12 inches in thickness. <br />• Reclamation of the old pile is ongoing, at the rate of 3 to 5 acres per year. <br />As stated in the rill and gully plan for the old refuse pile: <br />Portions of this pile date back to 1956 and are thus grandfathered. Some of these <br />old portions have been reclaimed while others have not. It will be our policy to <br />continue reclamation on these old areas as time, money and technology permit. <br />The portion of the old pile that was constructed after 1977 will be inspected as snow <br />cover allows; inspections to identify erosion problems will be conducted once per <br />month from May through July. Inspection will also be made after any significant <br />rainfall event. If any (problems) are noted, temporary control will be established by <br />hay bales or parts of bales being placed at prudent intervals along the rill or gully <br />within 10 days of detection. <br />When the refuse pile dries out (generally July or August), mechancial methods will <br />be used to remove or fill the rills and gullies: i.e., small rubber-tired backhoe or D-3 <br />tractor. In some cases (steep slope areas) (1:1 only) soil conservation type log or <br />rock check dam structures will be utilized. <br />All disturbed areas will be reseeded and mulched using hand-broadcast methods, <br />thus again minimizing any impact to existing vegetation. <br />r~ <br />43 <br />
