Chapter II
topsoil is hauled and stored in topsoil stockpiles
• _ approved by CMLRD;
topsoil stockpiles are posted with TOPSOIL signs;
- topsoil stockpiles are seeded with a temporary
cover crop to protect them from wind and water
erosion;
- when necessary, topsoil stockpiles are protected by
perimeter diversion ditches designed to convey the
peak flow from the 10 year/24 hour storm event.
No topsoil will be salvaged when snow is on the ground.
c. Topsoil - Sutey.
The main topsoil storage area is situated northwest of the Sutey pile. A berm and
perimeter ditch, 8 to 10 feet from the toe, runs along the lower end of the topsoil
stockpile.
Topsoil storage at the conclusion of Phase I of the Sutey pileexpansion (Summer,
1987) was estimated at 45,360 + cubic yards. The estimated additional topsoil
recovery from topsoil salvage as the refuse pile expands through Phase III totals
38,890 cubic yards of material.
• Technical Revision 8, approved August 27, 1987 for expansion of the Sutey refuse
pile, allows two additional topsoil storage areas at the site.
d. Topsoil - Adit/Rock Tunnel.
A technical revision was approved Feb. 10, 1987 (TR-7) for further expansion of the
Adit/Rock Tunnel yard area by an additional 1.7 acres (in addition to the .9 acre
expansion approved in TR-6, Nov. 5, 1986), and the Adit/Rock Tunnel yard
expansion was completed in 1987.
In the expansion, the existing topsoil pile (1480 cu. yds.) which had been located in
the designated fill area was moved and an additional 2,000 yards of salvaged topsoil
went to the storage pile.
As noted in Chapter G, Soils Resource Information, in areas disturbed in connection
with tunnel face-up work, soil horizons have been too thin to support vegetative
growth individually, and plant growth will depend on combined soil horizons.
Construction of two additional sediment ponds is the only additional surface
disturbance anticipated in the term of the permit. A topsoil pile is situated at the
location of the tunnel ponds.

35
