Chapter II <br />(3) Central Complex/Preparation <br />• Plant Area . <br />The central complex/preparation plant area is heavily used. The area is adjacent to <br />Dutch and Bear Creeks. <br />In this area are, besides the coal preparation plant, storage facilities, coal refuse <br />disposal area, office/training center, maintenance shop, oil and gas storage, power <br />transmission lines, parking lot, etc. <br />The David E. Fleming Co. designed the drainage and sediment control plan for the <br />area in May, 1978. See Att. 3 of Ap. II-B-7. <br />The drainage plan has been updated as a result of new construction (blending bins) <br />in the plant area. A chart giving the revised sediment pond capacity calculations is <br />contained in the Attachment, on page 62.* <br />(4) Adit/Rock Tunnel. <br />Water discharged through the Adit/Rock Tunnel, and water flowing off the surface <br />disturbed areas around the tunnel portal is collected in a system of diversion ditches <br />and conveyed to sediment ponds. <br />• The Adit/Rock Tunnel portal area facilities are on both sides of the South Fork of <br />Dutch Creek, and all facilities are constructed above the 100-year flood plain; <br />normal creek runoff is routed through the portal area. To move equipment and rock <br />spoil from one side of the creek to the other, cross-over culverts have been installed <br />which are capable of handling the peak flow of the creek in a 100 year/24 hour <br />storm event. <br />A 10' diameter culvert and temporary fill is located in a tributary of the South Fork of <br />Dutch Creek to be used for access to the tunnel face-up and yard area. A <br />multi-plate pipe culvert with across-sectional area of 158 square feet has been , <br />installed in the main creek to gain access to the permanent tunnel spoil disposal <br />area. <br />Water collected above the rock disposal area is diverted around it to the sediment <br />ponds by a 2800 foot long perimeter diversion ditch system. <br />TR-5 was approved Oct. 16, 1986 for constuction of two ponds, in addition to the <br />three previously constructed, for the Adit/Rock Tunnel area. <br />* TR-3, approved 8/1/86, allowed removal of one sediment pond from this area. <br />CJ <br />26 <br />
