Chapter II <br />Water for the Coal Basin central complex facilities and Adit/Rock Tunnel lamphouse <br />is obtained from groundwater wells which have been permitted by the Department <br />of Natural Resources -Water Resource Division (Chapter I, Section G). <br />Commercially bottled water is provided to drink. <br />j. Communication. <br />Telephone communication to Coal Basin is provided by Mountain Bell. The main <br />trunk line extends from Redstone to the office complex area, roughly parallel to the <br />power line and the road. The telephone line is buried. <br />From the office complex area, underground telephone lines extend to the portal <br />areas of Main Entries #1, #2, #3, #4 and #5, and to the Adit/Rock Tunnel and <br />lamphouse. <br />Mid-Continent operates an independent radio system for surface communications. <br />Within the mine, a network of telephones provide communication to other parts of f <br />the mine, and outside. <br />k. Explosives Storage. <br />Explosives are stored in storage facilities, constructed of cinderblock and concrete, <br />which are weather resistant, bullet-proof and fire-proof. See Exhibits II-B-4 a-d. <br />The explosive-storage facilities comply with specifications of the U.S. Department of <br />Treasury, with MSHA regulations for explosives storage, with Title 27, Part 181 of <br />the Code of Federal Regulations, covering storage of explosive material. <br />Explosives are transported to the storage facilities in accordance with the <br />requirements of Title 49, Chapter III, Parts 390-397 of the U.S. Department of <br />Transportation, Federal Highway Administration, Bureau of Motor Carrier Safety, <br />and of MSHA. <br />4. Ponds, Impoundments and Diversions. <br />a. General -Hydrologic Control Plan. <br />A complex system of mine drainage facilities, collection or diversion ditches, and <br />sediment ponds have been designed and constructed in the Coal Basin to protect <br />water quality. All have been designed to meet federal/state engineering <br />specifications. (See Chapter II, Appendix II-B-7, Hydrologic Control Plan; Chapter <br />III-E Hydrology Description and Chapter IV-C Protection of the Hydrologic Balance). <br />The hydrologic control system for the Coal Basin permit area is designed to divert <br />surface water around disturbed areas where possible, collect all water drained from <br />mines and flowing out of disturbed areas, hold it in sedimentation ponds until its <br />24 <br />
