• Chapter I <br />a. The United States (White River and Gunnison National <br />Forests) owns the lands surrounding Tracts A and B with <br />the exception of two extensions of Mid-Continent <br />Resources fee title land beyond the Estimated Area For <br />Life of Operation boundary (Tracts C & E). Haul road <br />and powerline right-of-ways on Forest Service lands <br />between fee title Tracts A and B and Federal coal lease <br />Tract G, which is held by Mid-Continent, are authorized <br />by special use permits from the Forest Services. See <br />Section G of this chapter for special use permit <br />documentation. The road from Tract B to State Highway <br />133 near the town of Redstone is a public road utilized <br />by the Forest Service as a forest management road, by <br />ranchers to reach their cattle grazing areas in Coal <br />Basin and by Mid-Continent for access to its mining <br />operations. A quarter mile buffer zone (Tract P) <br />extending beyond the Federal coal lease boundaries is <br />included in the Estimated Area For Life of Operation <br />and Permit Area to allow for possible subsidence angle <br />of draw. This will allow coal to be mined to within 50 <br />feet of the lease boundaries as provided for in the <br />coal lease documents. See Gunnison National Forest <br />letter of consent for the buffer zone in Chapter IV, <br />Page 38. Adjacent property holders are indicated on <br />the Property Holdings map (Exhibit I-A-1). <br />9. Leasehold interests in areas affected by surface operations <br />and facilities, and the coal to be mined (See Exhibit I-A-1 <br />and Appendix I-A-1 for map and legal descriptions): <br />a. Mid-Continent Resources, Inc. conducts underground <br />mining operations in Coal basin under leases from <br />patented land, and from Federal leases under the 1920 <br />Federal Leasing Act. All leases are located in <br />® Townships 9 and 10 South, Range 89 West and Township 10 <br />3 <br />
