i,_ <br />CONSTRUCTION PROCEDURES AND MODIFICATIONS <br />COAL REFUSE DISPOSAL FACILITY AND <br />ROCK TUNNEL WASTE DISPOSAL FACILITY <br />COAL BASIN MINES, REDSTONE, COLORADO <br />FOR MID-CONTINENT RESOURCES, INC. <br />1.0 INTRODUCTION <br />• <br />Mid-Continent Resources, Inc. (Mid-Continent) operates two <br />disposal facilities at their property. The coal refuse disposal <br />facility is located in the immediate vicinity of the wash plant. <br />The operation of this facility is scheduled only for, a limited <br />period of time as there is no substantial storage volume avail- <br />able at the site. The second disposal facility serves for the <br />deposition of the rock obtained during the excavation of the rock <br />tunnel. <br />The Mined Land Reclamation Divison (MLRD) directed Mid- <br />Continent to determine whether the construction methods at both <br />these disposal facilities comply with the previously established <br />design criteria and to evaluate the necessary changes in the con- <br />struction methods, if they do not comply with these criteria. <br />Mid-Continent instructed Geo-Hydro Consulting, Inc. (Geo-Hydro) <br />to perform the necessary work to comply with this requirement. <br />2.0 SCOPE OF WORK <br /> <br />~_ <br />I <br />r' <br />.__ <br />The scope of this study is to review all available material <br />related to the construction of both disposal facilities, to <br />review the stability analyses performed for both of them, con- <br />struction procedures recommended in pertinent reports,_and to re- <br />view pertaining regulations of the State of Colorado. <br />A field inspection of both facilities and a limited program <br />of field and laboratory testing were proposed to obtain addition- <br />al data on the conditions of both facilities. Finally, based on <br />this work, recommendations should be made on any construction <br />modifications, if necessary. These recommendations should deal <br />mostly with the problems of stability, final slopes, compaction <br />and future monitoring at both waste piles. <br />14 ~ - <br />.~.~'~ - ~- >, _ a:_.._ ._ ~. ~. .
