CCU012 through CCU033, with an additional numeric descriptor to be added to designate the year in
which each drillhole is completed (e.g., 2008CCU012). Each of the proposed drill-sites are shown on
Map 1, and listed in Table 1. Depending on drilling conditions, core recovery, and data requirements,
the potential exists that it may be necessary to off-set from an initial drillhole location (no more than
20 feet and within the same drill pad disturbance area) and "twin" the original drillhole for the
purpose of further sampling or geologic/hydrologic testing.
CCR plans to initiate exploration activities immediately upon receipt of required approvals, and
continue as weather and ground conditions allow. As noted above, CCR requests a "phased"
approval process. Utilizing a "phased approval" approach will result in a single submittal to CDRMS
and BLM, and consolidate agency review time and effort. This approach will also allow CCR to start
the exploration activities at the beginning of the field season and promote an orderly drilling
sequence. Under no circumstances will CCR initiate any exploration activities at a site that does not
have full approval.
It is anticipated that the proposed exploration drilling will be conducted primarily between early-June
and mid-October of 2008 and then between early-June through mid-August of 2009, although
weather or other unanticipated delays may result in extension of the activities through fall of 2009.
CCR plans to schedule drilling operations on a 12-hour per day basis (approximately 7:OOam to
7:pm); CCR requests permission to conduct operations on a 24-hour per day basis if unforeseen
delays cause the project to fall behind schedule. In the event that winter drilling is necessary, CCR
will coordinate with the CDOW to keep specific gates locked to preclude public access, and to avoid
areas of critical winter range. CCR will also coordinate with the CDOW to minimize potential
impacts to grouse leks and active raptor nests during critical use periods.
Site Devel~ment -Exploration Access: Primary access to the proposed exploration area will be via
existing Routt County Road 27, southeast of Hayden, Colorado. As shown on Map 1, existing Routt
County Roads 27, 27A, S 1C and S 1D, as well as, existing graveled coal mine haul roads and
unimproved ranch roads and jeep trails will be utilized to access exploration drill-sites within the
exploration area. CCR has specifically sited proposed drill-sites adjacent to existing roads and in
areas of previous disturbance in order to minimize any new disturbance associated with the proposed
exploration activities.
There may be limited instances where direct access to a proposed drill-site is not possible using the
existing road network. In these circumstances, drilling equipment will be moved overland the short
distance between the existing roadway and proposed exploration pad without constructing a new
road. In accordance with Rules 2.02.2(2)(f) and 4.21.4(3)(a), vehicular travel on other than
established graded and surfaced roads will be limited to that absolutely necessary to conduct the
exploration. Travel will be confined to graded and surfaced roads during periods when excessive
damage to vegetation or rutting of the land surface could result from such travel.
Site Development -Drill Pad Construction: The selected drill-sites are located on gentle slopes or
bench areas to minimize grading requirements. Maximum drill pad dimensions will be 100 x 100
feet. Construction will be conducted in accordance with Rule 2.02.2(2)(f) and 4.21.4(5). Prior to
earth-moving or excavations of any type, the A and B horizons will be salvaged and stored in an area
that will be undisturbed and not subject to excessive wind or water erosion. The underlying subsoil
materials will, if necessary, be salvaged and stored in an area separate from A and B horizon
materials. After stripping and stockpiling the topsoil/subsoil materials, minor grading will be
completed to establish the drill pad and accommodate the drilling and support equipment. Runoff
and sediment contributions from the soil material stockpiles will be controlled through placement of a
silt fence or soil berm (approximately one foot in height) downgradient from the stockpile(s).
Cnw Camp Prgjec! - 2008 NO!
a/15/08 1
