Regional Wildlife Manager <br />Colorado Division of Wildlife <br />711 Independent Avenue <br />Grand Junction, CO. 81505 <br />RE: Notification - Request for Comments for the Proposed Breeze Basin Sand & <br />Gravel Pit Project - DRM&S 112 Reclamation Permit and Moffat County Special <br />Use Permit Applications for 4B Land & Livestock LLC (Scott R. & Sheila M. <br />Brennise - (Owners of both Land Parcel and LLC); Located on a Parcel of <br />Approximately 62 Acres, in the NE/4 of Section 3, T6N, R90W, Moffat County, <br />Colorado. <br />Dear Sir: <br />4B Land & Livestock LLC is applying for a DMR&S Limited Regular 112 Permit <br />and also a Moffat County Special Use Permit for a 62 acre site. The site is located within <br />the NE/4 of Section 3, T6N, R90W (DRM&S 112 Application form and map <br />attached). The applicant and landowner wish to notify the DOW as to the location and <br />nature of the project and request that the DOW provide comments, if deemed <br />necessary, as to any special wildlife concerns the Division may have.. The only areas that <br />will require seeding will be the pond edges and some pasture immediately adjacent to the <br />pond edges. All operations will be within the excavation/pond footprint and disturbed <br />areas will be reclaimed as water surfaces. Some small waterfowl nesting islands and <br />irregular pond shorelines will be developed as part of the site reclamation to encourage <br />more diverse habitat. There will be no site activities involving the Yampa River. <br />All areas of the site are currently classified as Pasture. All disturbed areas will be <br />reclaimed to developed water resources (4 pond areas). No wet-lands, or other water <br />resources will be affected by the site activities. All stormwater will be contained under <br />the site SWMP and general Stormwater Permit to the excavated areas. Ditching, silt <br />fencing, berms, bales and other site stormwater BMW's will be used as part of site <br />stormwater controls. The landowner (operator) will be applying for a Moffat County <br />Special Use Permit through the County Planning Office and process for the site. A <br />CDOT permitted access is planned. The parcel has always had restricted access to public <br />R.O.W. and an easement will allow planned project related and future "post reclamation" <br />access to the separate 62 acre parcel.
