This zone is within the Saline Zone, which is located in the lower portion of the
Parachute Creek Member of the Green River Formation. The Parachute Member
is the uppermost member of the four members that make up the Green River
Formation.
**~
6. Injection of any hazardous waste as identified by EPA under 40 CFR ~ 261.3 is
prohibited. After commencement of infection or a major change in the fluid
sources the Permittee must make a demonstration of compliance with 40 CFR S
26211 (seepage 21 of the Water Monitoring Plan). Appendix I.
**
D. MONITORING, RECORD KEEPING, AND REPORTING OF RESULTS
MONITORING:
**~
(IS` Paragraph) Thepermittee is required to carry out the activities described in the
monitoring plan The data must be reported and maintained as provided in Section II
D.4 of the Permit. The 4th Revision of the Water Monitoring Plan, dated December 23,
1999, has been incorporated into the Permit as Appendix I.
(2"d paragraph) The Water Monitoring Plan includes ground-water monitoring, for the
Piceance Site (solution well field and upper plant) and the Parachute Site (lower plant,
which is not covered by the Permit). It also contains a process monitoring section,
(found in Section 4.0 of the Water Monitoring Plan, Appendix I) for mining operations at
the Piceance Site.
~~*
(4`h paragraph proposed to be deleated) As specified in Appendix I, the ground water
and surface water monitoring programs in this Permit includes two monitoring periods:
the baseline period, and the first five (S) years of commercial operations. Established
trends will be developed prior to start-up of commercial operations. For the purpose of
this Permit, at least five (S) quarters of additional baseline data must be collected prior
to commencement of injection. This baseline period will start from July 1999. The
baseline monitoring schedule for ground water monitoring wells includes monthly water
level and water quality monitoring for a period of five (S) quarters prior to the start of
commercial solution mining operations. Piceance Creek shall be monitored in
accordance with current U.S. Geological Survey (USGS) monitoring schedule for this
stream, as provided in Section 3.0 of the Water Monitoring Plan, Appendix I. Spring and
seep monitoring shall be conducted twice per year, corresponding to high flow (springy
and lower flow (fall) conditions for the baseline period and during solution mining
operations.
(S`"paragraph) Subsequent monitoring plans applicable to the 5-30 year phase of
commercial mining will be developed prior to mining in those areas. Any changes in the
monitoring program will be incorporated into the Permit by modification of the Water
Monitoring Plan, unless a Permit modification is required.
