sufficient to ensure that SOPs are being followed. Performance of both field and laboratory QA <br />systems are assessed based on results of laboratory and field quality control samples. <br />The general evaluation of data quality considers potential sources of error, including gross errors, <br />systematic error, and random errors. The percent difference between duplicate samples and the <br />analytical results from any blank samples are routinely evaluated. <br />7.1 Water Quality Data <br />Water quality data are complied as each data point is acquired. The environmental coordinator <br />reviews these data at each update. Numeric protection levels and "practice-based" permit <br />conditions have been established with the guidance of the CDMG with respect to protection of <br />the ground water. These criteria were developed from baseline monitoring. In the event that <br />sample results indicate that these levels are being exceeded, the following sequence of <br />procedures will be initiated. <br />1. The sample(s) will be submitted for re-analysis <br />2. Verification Samples will be recollected and submitted for analysis. <br />3. If the preceding two action items (Nos. 1 and 2) fail to yield reproducible results, the data <br />will be invalidated. <br />In the event that a sample was lost or destroyed, Item 2 of the action sequence would be initiated. <br />This action sequence will be followed for all water quality parameters. Detection of elevated <br />BTEX or oil and grease concentrations in the process stream that exceed the baseline <br />concentrations (established during the first six months of operation - baseline monitoring period) <br />by 1000 mg/L (0.2%) would signal the potential for destructive distillation of oil shale. If data <br />excursions of this magnitude or greater are detected, the cavity temperature will be reduced until <br />it is evident that distillation of oil shale is no longer occurring. <br />8.00 Reporting <br />During commercial operations, a ground water and process monitoring report that summarizes <br />monitoring at the Piceance Site for each month will be submitted to the BLM as the data is <br />analyzed and compiled. All monthly data will be compiled into a quarterly summary submitted <br />to the EPA and CDMG. The report will contain results of process monitoring, discharge <br />measurements, quality analyses, water levels, etc., available for that reporting period. During the <br />temporary suspension time period, this information will be submitted to all agencies on an annual <br />basis. <br />FINAL: Modification No. 9, UIC Area Permit No. CO30858-00000 <br />Page 38 of 46 <br />
