Wildlife Resources Assessment
Cemex "C" Pit and CKD Disposal Site
Page 6
$100,000. Mike Figgs served both as the project manager and field assistant to Rick
Thompson, the principal investigator.
Boulder Feeder Canal Resource Inventory and Report (Figgs et al. 2003).
This study included a physical and ecological characteristics inventory of the 13.1 mile
long course of the Boulder Feeder Canal. The study area included a corridor one-quarter
mile to either side of the canal. The study was commissioned by Boulder County Parks
and Open Space Department in order to determine the impacts of constructing a
recreational trail adjacent to the canal. Study components included: 1) ecological
inventory of native plant communities, rare plants, noxious weeds and habitat for species
of concern, 2) winter raptor survey, 3) breeding bird survey, and 4) Preble's meadow
jumping mouse habitat assessment. This report also expanded on winter raptor habitat
conservation strategies first developed in the Dowe Flats Winter Raptor Study. Mike
Figgs served as the project manager for the entire project, and principal investigator for
the winter raptor and breeding bird surveys.
4.2 Previous Off Site Wildlife and Ecological Studies
Refer to Figure 2 for locations of the following reports.
Dowe Flats Special Use Permit
Southdown, Inc., then owner of the Lyons cement plant, authorized a series of studies
leading to permit applications covering the period from 1987 to 1993. Mike Figgs was
project manager for the vegetation, wetlands, wildlife, cultural resources and tribal
consultations components of the work, and also coordinated the community information
program. Rick Thompson was the wildlife consultant. Wildlife studies included habitat
assessments, impacts analysis for species of concern, and mitigation recommendations.
The permit application was approved in 1994 (SU-93-14). These studies were also used
in support of the CMLRB permit application for the Dowe Flats mine.
Caribou Springs Conservation Easement
Mike Figgs prepared the baseline report for this property adjacent to the south of the
Lyons Quarry. This site also includes the reclaimed "E" Pit area south of Hygiene Road.
The conservation easement is held by Boulder County and wildlife is one of the
conservation values.
Trevarton Conservation Easement
Mike Figgs prepared the baseline report for this property one-half mile to the southwest
of the Lyons Quarry. The property has critical winter range for deer and elk, and
foothills tallgrass prairie essential for three species of butterfly. The conservation
easement is held by Boulder County and wildlife is one of the conservation values.
Cemex Reid Assessment
Mike Figgs is preparing the report for this fee title acquisition by Boulder County Parks
and Open Space Department that is located one-half mile to the west of the cement plant
property. The report includes assessment of vegetation communities and wildlife habitat.
The parcel has similar characteristics to the Trevarton property.
Pierce Rapid Assessment
Mike Figgs and Alan Carpenter, PhD prepared this report for Boulder County Parks and
Open Space Department. The property is located 1.5 miles southwest of the Lyons
