STATE OF COLO[ZADO <br />DIVISION OF RECLAMATIO~I, MINING ANp SAFETY <br />Department of Natural Resources <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203 <br />Phone: (303) 866-3567 <br />FAX: (303) 832-8106 <br />MEMORANDUM TO FILE <br />DATE: March 31, 2008 <br />TO: New Horizon Mine File (C-1981-008) <br />FROM: Dan Mathews and Marcia Talvitie <br />RE: Meeting with New Horizon Area Landowners <br />On March 26, 2008, Dan Mathews and Marcia Talvitie met with members of the Frank Morgan <br />Family, and James Johnson at Frank Morgan's residence in Nucla. The meeting lasted from <br />approximately 1 pm to Spm. Pvlost of the time was spent in discussion around the dining room table, <br />followed by a short drive aroand the property. <br />Participants in the discussion were Frank Morgan, who owns property in and adjacent to the New <br />Horizon permit area, Frank's daughter Patricia (Patty), who owns property adjacent to the permit area <br />[and who is currently involved in lease negotiations with Western Fuels -Colorado (WFC)], Mike <br />Morgan (Frank's son) and his wife/partner JoEllen Turner, who lease and farm much of the Frank <br />Morgan property, and James Johnson, who formerly owned property northwest of the Morgans', but <br />sold his property outright to V/FC. Frank's wife was present, but did not actively participate in the <br />discussions regarding concerns with the mine operations and reclamation. <br />Below is a summary of the di;>cussions that occurred during the meeting: <br />JoEllen is the driving 1~orce with regard to organizing and articulating concerns for the <br />Morgan family, and most everything JoEllen said was supported by the rest of the Morgans. <br />Understandably, Patty's main focus is on issues associated with her lease negotiations. <br />Though much more reserved than JoEllen is, Frank and Mike did not disagree with any of the <br />positions that JoEllen Ihas staked out. The Morgans obviously are very concerned about the <br />soils, land use, and reclamation issues, but we were treated respectfully and courteously by <br />everyone. James Johnson had less to say than any of the Morgans.
