II. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe <br /> any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br /> Coal Ridge C-84-065,�, <br /> 5 May 2004 <br /> This was a complete inspection of the Coal Ridge in New Castle, Colorado. The inspection was <br /> conducted on 19 March 2008 by Jim Stark of CDRMS. The mine has been reclaimed and has undergone <br /> a Phase II Bond Release. The weather was warm(in the mid 40's) and sunny and the ground was <br /> covered in spots with snow. <br /> Mine Availability of Records: All of the necessary records were available at the Garfield County <br /> Courthouse in Glenwood Springs. See the records checklist at the end of this inspection for more <br /> details. <br /> Signs and Markers: All of the permit boundary markers were in place. The mine ID sign was in place <br /> and in good condition. <br /> Roads: The road that remains on the site was a bit wet and muddy but appeared to be stable and in good <br /> condition. It was a bit muddy but overall it seemed to withstand the use over the winter very well. No <br /> ruts or erosional problems were noted on the road at the time of the inspection. <br /> Hydrologic Balance: - The sediment pond was dry at the time of the inspection. The pond embankment <br /> was well vegetated and stable. No erosional problems were noted at the time of the inspection. <br /> - The ditches were all well vegetated and stable at the time of the inspection. <br /> Revegetation: The entire site has been revegetated. The vegetative cover on the site was overall very <br /> good at the time of the inspection. The grasses have not yet started to grow this season. It has been <br /> noted in past inspection reports that there is a large amount of knapweed, bindweed and thistle on the <br /> site. On the inspection I was stopped by the lessee and we discussed the weed issue briefly. He stated <br /> that he was going to spray the weeds this spring to try to knock them back. As the weather improves and <br /> the vegetation begins to grow once again, I will GPS the site and the weed patches. <br />
