III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This partial inspection of the Carbon Junction Coal Mine was conducted by DRMS staff from the <br /> Durango Office, 701 Camino del Rio, Room 315, Durango, CO 81301, phone (970) 247-5469. Three <br /> photos accompany this report. <br /> Mine identification sign was posted at the entrance to the permit area. Mine entrance gate was <br /> locked. The site was dormant during the inspection, no mining or reclamation activities were <br /> occurring. Minor snow cover existed only in sun shaded areas. Soil conditions were muddy due to <br /> seasonal snow melt. <br /> Sediment Pond 1, located at the far south end of the permit area was holding water. Water depth was <br /> approximately 6 inches deep. The elevation of the water surface was approximately 12 inches below <br /> the inlet elevation for the primary spillway. No discharge from the primary spillway was noted. The <br /> pond embankments appeared well vegetated and stable; no evidence of seepage or slumping was <br /> observed. Sediment containment ditches and culverts for Sediment Pond 1 appeared clear and <br /> functional. <br /> Sediment Pond 2, located along the west side of the permit area was well vegetated and stable. The <br /> pond floor appeared wet but no standing water was observed and no discharge noted. The pond <br /> embankment appeared well vegetated and stable. <br /> A minor amount of snow melt was impounded on top of the rock fill area; water depth was <br /> approximately 4 inches. <br /> The North Pit area was not inspected. <br />
