r <br /> Ill. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> The light use road segment above the RSRDA soil borrow area was reclaimed (graded, seeded and mulched) in <br /> August. The lower segment of this light use road (between the soil borrow area and the top of the RSRDA <br /> disposal area)was graded and roughened in August/September, and was seeded and straw mulched in <br /> November, with the exception of the lower-most segment, which was seeded and hydro-mulched in February. <br /> Much of the straw mulch had blown off a segment of the reclaimed road that was seeded in November; <br /> portions of the segment exhibit steep south facing slopes and relatively fine textured soils. Mulch <br /> needs to be re-applied in these areas. If straw mulch is used, it will need to be properly crimped or <br /> tackified. <br /> Hydrologic Balance <br /> Drainage and sediment control structures were in general properly maintained and functional. Silt fencing and <br /> berms at the various small area exemption sites were for the most part intact and functional, however <br /> maintenance is necessary at the following locations: <br /> • At the 016 drill site location SAE, orientation of the silt fence appears to have resulted in some <br /> flow being routed along the base of the silt fence, and possibly skirting around the end. The <br /> fence needs to be reset(possibly using an additional overlapping segment at the lower end),so <br /> that the low point along the end point of the fence is elevated on the slope, and all runoff is <br /> forced to filter through the fence fabric. <br /> • At the North Portal reclaimed Area, the lower perimeter containment berm is worn down and <br /> needs to be built up along a segment beginning approximately 75 feet south of the upper <br /> diversion culvert down drain inlet, in the general location where settling features were repaired <br /> last year. <br /> Construction and riprap installation of the previously approved Powder Magazine Ephemeral Channel has been <br /> largely completed and the channel appears to conform with the approved design. The new channel should <br /> eliminate the need for frequent maintenance that has historically been required along the segment. It was noted <br /> that large diameter riprap had been installed along the short steep segment just up from the old concrete <br /> structure, as appropriate. However, the fabric liner was exposed within gaps between the large rocks; the <br /> gaps along this segment need to be filled in with smaller rock and cobble material. The disturbance <br /> corridor along the entire length of the reconstructed ditch has been properly roughened, but still needs <br /> to be seeded and mulched. <br /> All sediment ponds and SAE sumps were dry, or nearly so, and appeared to be properly maintained and <br /> functional. Construction of the new, reduced capacity, Pond 8 at the South Portal Area has been completed and <br /> the P.E. construction certification was on file. The pond contained a small puddle near the southeast inlet, due <br /> to drainage of 5gpm or so down the RSRDA North Collection Ditch, originating from the South Portals French <br /> Drain and the sealed South Portal discharge pipe (which was leaking approximately 1-2 gpm). Pond 1&2 at the <br /> UTL contained shallow puddles. <br /> At the South Portals Area, there appeared to be some minor discrepancies between the approved South Portals <br /> Area drainage control plan and the on-site conditions, with respect to certain culvert locations, installation of a <br /> buried PVC pipe to drain a portion of the upper bench into the Access Road 1A ditch, and alignment of the lower <br /> segment of the French Drain. These minor modifications will need to be addressed within a Technical <br /> Revision application, incorporating and demonstrating compliance of the"as built" drainage structures <br /> and configuration, to be submitted by May 1, 2008. <br /> 4 <br />
