III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This former, contour strip operation is bond <br /> revoked. All remaining funds from the bond revocation at this site were spent in 2004 for <br /> ditch repairs. Inspection frequency is quarterly, with one complete inspection each year. <br /> Ground conditions on this day were generally dry and the weather was cool and breezy. <br /> Roads <br /> The road back to Section22 is now gated limiting vehicle travel. Access to this large area is <br /> now on foot only. This road was noted in excellent condition and is likely being maintained <br /> now by the landowner who established the gate. <br /> Hydrologic Balance <br /> All ponds visited were dry or holding only a small amount of water. Winter has been <br /> relatively mild in this region and snows have been frequent but light and resulting runoff has <br /> obviously been minimal at best. <br /> Revegetation <br /> Litter cover from last years growing season is excellent and may be due to lack of over- <br /> grazing that has occurred in the past. Green-up of cool season grasses, especially on south- <br /> facing slopes is evident as shown in the photograph below. Proper land management <br /> practices will only <br /> improve the <br /> erosion issues at <br /> this site. <br /> Overall, the site <br /> appeared in good <br /> condition for the <br /> early spring <br /> season. <br /> 3 <br />
