s <br /> III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> Processing Waste <br /> The waste disposal site (including the waste disposal cell and adjacent cover soil and topsoil stockpiles)appears <br /> stable with no problems noted. <br /> Topsoil <br /> Detailed observation was made difficult by remnant snow cover, but no problems were noted. <br /> Revegetation/ Reclamation Success <br /> In the mine site area, observations were limited due to the early season and remnant snow cover. It was noted <br /> that in exposed soil areas, there was good straw mulch cover and some green growth from the"Quickguard" <br /> cover crop. <br /> At the Loma Loadout, winter annuals which comprise a significant component of the cover both on and adjacent <br /> to the reclaimed area had recently initiated spring growth. Western wheatgrass plants on the reclaimed area are <br /> still largely dormant. <br /> Offsite Support Facilities <br /> The Loma Loadout was inspected and the following observations were made: <br /> • Surface soils were moist but snow free. Soil surface is stabilized by a mix of winter and summer <br /> annuals, as well as perennials including western wheatgrass, seepweed, greasewood,fourwing <br /> saltbush, and forage kochia. <br /> • The SAE silt fence appeared to be in good condition. <br /> Miscellaneous Reclamation Notes <br /> • Segments of the old "elephant trunk"culvert outlets are still scattered along the toe of the slope below <br /> the reclaimed portal access road, and need to be gathered up and hauled out for proper disposal. <br /> • In one location, segments of fiberglass tubing used for an upper road culvert outfall remain on the slope <br /> below the backfilled road. The tubing needs to be removed and properly disposed of. <br /> • Wooden power poles are stacked along the lower road, west of the Munger Creek culvert, and will need <br /> to be hauled out for proper disposal. <br /> • #11 Resources (owner of the parcel at the lower end of the access road) had some men and equipment <br /> on site, working a project south of Munger Creek. It appeared that they had constructed a temporary <br /> crossing of the creek, directly south of the small stock pond on their property. <br /> 4 <br />
