Subsidence SubmitLals for <br /> the dgle ;!5• f'19 Underground Coal. Mines <br /> I have reviewed the subsidence-related portions of Empire Encrgys' <br /> latest supplemental submissions. The submission represents a significant <br /> improvement concerning these subsidence-related Lopics. Remaining deficiencies <br /> are minor in nature and consequence. I believe thnL these deficiencies can <br /> be rectified by clerical and drafting nmendmenLs prior to my completion of <br /> the required draft findings. <br /> (1) In Section 4.6. 5, "Subsidence Monitoring Program" Lhe applicant includes <br /> the statement ; "The monitoring will continue unLi.L results indicate subsidence <br /> has ceased and the Division has been no_tLIied of Lhe Lerinin;ILLnn of monitoring." <br /> This statement should be amended to rcrrd; "The moni.Loriny, AIL cunLinue until <br /> results indicate subsidence lens ceased and the Division has z�roved the <br /> termination of monitoring." <br /> (2) The applicant further indicates within SecLion 4. 6. 5 tint Lwo survey <br /> monument types will be insLalled. IlolJever, Lhe :11)plica111- fails Lo indicate <br /> which monument type will be uLilized for which sper'ific monument- installations. <br /> I believe that the monument type could easily be indicated by amending Map IV-7 <br /> to include a designation of monument Lype beside each indicated monument or <br /> set of monuments. <br /> (3) In Section 4.6. 2.4 the app.licnnt indicates that several of the potenLially <br /> affected structures will be nail monumented and monitored Lo detect subsidence. <br /> Map IV-7 should also be amended to indicate which structures will be so monitored. <br /> (4) The applicant does not i.nc.lude any system of designation for Lite proposed <br /> subsidence monuments indicated on Map IV-7. rl'o avoid later confusion and to <br /> greatly simplify required monitoring; reporting; I recommend that Lhe npplicnnt <br /> indicate a numerical designation beside each monomenL shown on Map IV-7.
