MINERALS COMPANY, LLC <br />COAL RIDGE NO. 1 MINE <br />IMPOUNDMENT YEARLY INSPECTION <br />In accordance v/ith Rule 4.05.9(14), all impoundments shall be inspected at least yearly <br />to determine if the impoundment has been maintained as designed, and in accordance <br />with the approved plan and the applicable regulations. This yearly inspection is for the <br />impoundment located at the Coal Ridge No. 1 Mine. <br />On March 23, 2008, I performed the required yearly inspection.- I, J. E. Stover, have a <br />wide variety experience in the design and construction of earth fill embankments. <br />Nothing was observed during the inspection that would indicate the pond has a <br />---- --potential-for-failure:~here was'no-appearance-of-e~~ion; instabitify; stru`ctur`al -`~ <br />weakness or other hazardous conditions. There are no required monitoring procedures <br />or instrumentation other than quarterly and yearly inspections. There are no aspects <br />which might affE:ct stability. There is a pipe and some wood blocks in the concrete lined <br />emergency spillway that need to be removed. Some fill needs to be placed along the <br />northwest corner of the embankment. These maintenance issues do not compromise <br />the effectiveness of the impoundment. The sides and bottom of the impoundment were <br />damp.
