C.B. MINERALS COMPANY, LLC COAL RIDGE NO. 1 MINE IMPOUNDMENT YEARLY INSPECTION In accordance v/ith Rule 4.05.9(14), all impoundments shall be inspected at least yearly to determine if the impoundment has been maintained as designed, and in accordance with the approved plan and the applicable regulations. This yearly inspection is for the impoundment located at the Coal Ridge No. 1 Mine. On March 23, 2008, I performed the required yearly inspection.- I, J. E. Stover, have a wide variety experience in the design and construction of earth fill embankments. Nothing was observed during the inspection that would indicate the pond has a ---- --potential-for-failure:~here was'no-appearance-of-e~~ion; instabitify; stru`ctur`al -`~ weakness or other hazardous conditions. There are no required monitoring procedures or instrumentation other than quarterly and yearly inspections. There are no aspects which might affE:ct stability. There is a pipe and some wood blocks in the concrete lined emergency spillway that need to be removed. Some fill needs to be placed along the northwest corner of the embankment. These maintenance issues do not compromise the effectiveness of the impoundment. The sides and bottom of the impoundment were damp. The north facing slopes were snow covered. The impoundmE:nt has the following capacity: IMPOUNDMENT CAPACITIES -ACRE FEET Water Sediment Total Sedinent Pond 6.34 0.90 7.24 Note: Capacities are derived from Figure 4.3-6, Issue No. 1 dated 7/27/00 and verification of sediment level relative to primary spillway.
