• NORTHFIELD PROJECT <br />CONCEPTUAL ROAD DESIGN PLAN <br />Northfield Partners LLC has proposed the development of underground coal reserves <br />approximately 3 miles west of the town of Florence in Fremont County, Colorado. Processing, <br />storage, and transfer facilities for the Northfield Project will primarily be located in the <br />northwest quarter of Section 13, Township 195, Range 70W of the 6th Principle Meridian. The <br />proposed facilities will be constructed adjacent to Chandler Creek, but facilities and roads will <br />not be constructed within the creek channel. The primary haul road accessing the site from <br />Fremont County Road 79 will, however, cross Chandler Creek. <br />The design information provided in this plan is understood to be conceptual and not for <br />construction purposes. Final sizing and design of roads should be incorporated into the final site <br />grading plan and performed with additional information from on-site traffic weight and <br />frequency projections, appropriate geotechnical material sampling and testing, and detailed <br />topography. <br />Road design for the mining facilities has been conducted to address Section 2.05.3(3), Mine <br />Facilities, and Section 4.03, Roads, of the Regulations of the Colorado Mined Reclamation <br />Board for Coal Mining (Revised September 14, 2005). Once mining and use of the facilities is <br />complete, the reclamation plan proposes returning the disturbed area to the approximate original <br />topography. Proposed haul and access roads included in this plan are not anticipated to remain <br />• following reclamation. Light-use roads may remain, if approved by the Colorado Mined <br />Reclamation Board, for the proposed final land use. <br />The Northfield Project will contain one main haul road (see attached Road Design Information <br />map) that provides access to Fremont County Road 79. The haul road will cross Chandler Creek <br />and provide routing to the main production area and product stockpiles. Access roads will <br />connect to the haul road and route traffic to the administration buildings, maintenance shop, bath <br />house, mine fan area, and other support facilities. Haul and access roads may include adjacent <br />areas for vehicle turn-around, parking, and maintenance. Depending on traffic weight and <br />frequency of use in these areas, construction would be similar to comparable haul or access road <br />design. Specific layout of access and light-use roads will occur during final design of the mining <br />facilities.
