M. COMMENTS-COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during the
inspection. Comments also describe any enforcement actions taken during the inspection and the facts or
evidence supporting the enforcement action.
This was a partial inspection of the Seneca II Mine conducted on March 13, 2008 by Mike
Boulay of the DRMS. There was no representative from Seneca Coal Company present at the
time of the inspection. Weather conditions were overcast and cold with significant snowfall
forecast for later in the day. The mine site was heavily snow covered. The Pre-Law and upper
Wolf Creek Pit areas are visible in the attached photo. Other than the use of the office area by
Grassy Creek Ranch, there was no activity at the mine site.
Roads
Access to the site was very limited. The entrance road to the site had been plowed up to the
office area and shop/facilities. All other mine site roads were impassable due to drifted snow.
Hydrologic Balance
Road ditches and culverts along the portion of the access road that was plowed were entirely
snow covered. Sedimentation Pond 003 was the only pond that was viewed. This pond was
completely snow covered and frozen at the surface. The embankment appeared to be stable and
no problems were noted at this pond location.
Support Facilities
The office location and the shop/facilities areas were viewed. These locations and perimeter
areas were maintained and no problems were noted during this inspection.
