M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection of the Seneca II Mine conducted on March 13, 2008 by Mike <br /> Boulay of the DRMS. There was no representative from Seneca Coal Company present at the <br /> time of the inspection. Weather conditions were overcast and cold with significant snowfall <br /> forecast for later in the day. The mine site was heavily snow covered. The Pre-Law and upper <br /> Wolf Creek Pit areas are visible in the attached photo. Other than the use of the office area by <br /> Grassy Creek Ranch, there was no activity at the mine site. <br /> Roads <br /> Access to the site was very limited. The entrance road to the site had been plowed up to the <br /> office area and shop/facilities. All other mine site roads were impassable due to drifted snow. <br /> Hydrologic Balance <br /> Road ditches and culverts along the portion of the access road that was plowed were entirely <br /> snow covered. Sedimentation Pond 003 was the only pond that was viewed. This pond was <br /> completely snow covered and frozen at the surface. The embankment appeared to be stable and <br /> no problems were noted at this pond location. <br /> Support Facilities <br /> The office location and the shop/facilities areas were viewed. These locations and perimeter <br /> areas were maintained and no problems were noted during this inspection. <br />
