III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Yoast Mine conducted on March 12, 2008 by Mike Boulay of <br /> the DRMS. There was no representative from Seneca Coal Company present during the <br /> inspection. Weather conditions were cloudy and cool. Ground conditions were snow covered. <br /> There was no activity at the site at the time of the inspection. <br /> Haul Roads <br /> Haul Roads A and B were not accessible. As shown in the attached Photo 1, the mine site <br /> entrance at Haul Road A was blocked by drifted snow. The county road along Sage Creek was <br /> accessible up to Ponds 012, 013, and 014. This was the only portion of the mine site that was <br /> accessible. Most of the North Pit and portions of the Yoast South area were visible from County <br /> Road 27 and the county road along Sage Creek. These areas were heavily snow covered but <br /> appeared stable. No significant erosion or other problems were noted. <br /> Hydrologic Balance <br /> Sedimentation Ponds 012, 013, and 014 were viewed from the county road. The embankments at <br /> all of these ponds were very heavily snow packed. Ponds 012 and 013 were discharging a small <br /> amount of water. Pond 014 was not discharging. No problems were identified at any of these <br /> pond locations. <br /> Slides and Damage <br /> The site of the former slide damaged area above Pond 012 was viewed from the county road. As <br /> shown in Photo 2, the site of the slide is remaining stable and no new cracking or slumping was <br /> visible. The topsoil replacement appears stable and no signs of erosion were noted during this <br /> inspection. <br />
