III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a Partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. The mine is a reclaimed surface mine. The weather was clear, sunny and just above <br /> freezing. Significant amounts of snowpack remain on the permits area although snow is beginning to <br /> melt off slowly. Jackson County Road 12E was plowed& dry all the way to the mine. <br /> Roads: The mine access road has not been plowed and was drifted over. The inspector walked to <br /> approximately '/a mile past the mine entrance gate using snowshoes until progress was impeded by large <br /> 3 to 5 foot uneven drifts. No recent activity was apparent on the mine site as noted by the inaccessibility <br /> of the site. The only animal tracks noted along the access road were rabbit tracks. The access road to the <br /> load out is snow covered and drifted over. There was no place to pull over along Highway 14 near the <br /> loadout access road. The entrance to the roadway from Highway 14 has a large (3 foot deep) drift at the <br /> edge of the highway. As such,the load out was not inspected. <br /> Hydrologic Balance: Ponds F, E and D, were discernable through the snow cover. These ponds are well <br /> covered with drifted snow and not appear to be discharging. Embankments and weirs were still <br /> snowcovered. Reclaimed Pond G was undetectable under the snow. <br /> Revegetation: Sagebrush, Rabbitbrush and wildrye were poking through the snowcover, at Pit 1, along <br /> the mine access road. <br /> Wildlife: Rabbit tracks were plentiful along the unplowed access road at the mine site. A coyote was <br /> observed along Jackson county Road 12E near the mine site. A mountain plover was observed along the <br /> mine access road. <br /> 3 of 4 WHITE-File YELLOW-Operator PINK-Specialist <br />
