III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
This was a Partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining
and Safety. The mine is a reclaimed surface mine. The weather was clear, sunny and just above
freezing. Significant amounts of snowpack remain on the permits area although snow is beginning to
melt off slowly. Jackson County Road 12E was plowed& dry all the way to the mine.
Roads: The mine access road has not been plowed and was drifted over. The inspector walked to
approximately '/a mile past the mine entrance gate using snowshoes until progress was impeded by large
3 to 5 foot uneven drifts. No recent activity was apparent on the mine site as noted by the inaccessibility
of the site. The only animal tracks noted along the access road were rabbit tracks. The access road to the
load out is snow covered and drifted over. There was no place to pull over along Highway 14 near the
loadout access road. The entrance to the roadway from Highway 14 has a large (3 foot deep) drift at the
edge of the highway. As such, the load out was not inspected.
Hydrologic Balance: Ponds F, E and D, were discernable through the snow cover. These ponds are well
covered with drifted snow and not appear to be discharging. Embankments and weirs were still
snowcovered. Reclaimed Pond G was undetectable under the snow.
Revegetation: Sagebrush, Rabbitbrush and wildrye were poking through the snowcover, at Pit 1, along
the mine access road.
Wildlife: Rabbit tracks were plentiful along the unplowed access road at the mine site. A coyote was
observed along Jackson county Road 12E near the mine site. A mountain plover was observed along the
mine access road.
3 of 4 WHITE-File YELLOW-Operator PINK-Specialist
