III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash and Marcia Talvitie of the Colorado DRMS.No one <br /> represented the operator during the field inspection. Snow covered almost the entire site. <br /> Roads <br /> The road up Hubbard Creek was being improved by Bowie Resources so that vent shaft drilling equipment <br /> could be brought up to Bowie No. 2's Hubbard Creek vent shaft construction project,which is located along the <br /> Hubbard Creek road past the Blue Ribbon Mine. <br /> The mine road across Hubbard Creek was graded by Oxbow Mining since Oxbow needs access to their Hubbard <br /> Creek vent fan. The entrance gate was closed and locked. The road to pond 5 was also graded by Oxbow for <br /> access to Oxbow's gob vent borehole reclamation work. <br /> Signs and Markers <br /> The mine ID sign was on the gate at the mine entrance and the sign contained the required information. Also on <br /> the entrance gate was the"records location"sign. <br /> Hydrology <br /> Pond 4 was completely covered in snow. There were no obvious problems with the pond embankment. The <br /> reclaimed coal stockpile area which drains to pond 4 was also covered in snow,as were the upland diversion <br /> ditch and the road culvert. <br /> Pond 5 was completely covered in snow. The collection ditch that feeds into pond 5 was also covered in snow. <br /> Reclamation <br /> The reclaimed mine slopes were almost completely covered in snow.There were no obvious signs of slope <br /> instability. As mentioned previously,the reclaimed coal stockpile area was also completely covered in snow. <br /> There were no obvious problems with the reclaimed haul road. <br /> c:/word/blueribbon/insp03O8 <br />
