III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the operator <br /> during the inspection.Most of the loadout site was clear of snow.The inspection took place at quitting time so <br /> there were no operations in progress during the inspection. <br /> Roads <br /> The paved entrance road was in good condition.No coal fines or debris were on the road.No coal fines had <br /> been tracked onto the main highway either. The graveled east entrance road and the dirt light use road along the <br /> railroad tracks were in good condition as well. <br /> Hydrology <br /> There was only a little water in the east sediment pond. The primary discharge pipe gated valve was in the <br /> closed position. The pond embankment appeared to be stable.Pond inslopes also were stable. <br /> The straw bales along the railroad track small area exemption were in place. <br /> Sims and Markers <br /> The three mine ID signs were up at the appropriate locations and contained the required information. <br /> Topsoil <br /> The two topsoil stockpiles were clear of snow.The east topsoil stockpile had a fair vegetative cover and showed <br /> no signs of erosional problems. The topsoil sign was up on the stockpile.The collection ditch and the diversion <br /> ditch that run on the east flank of the topsoil stockpile had sufficient capacity. The west side topsoil stockpile <br /> appeared to be erosionally stable as well. <br /> Facilities <br /> There was a moderate amount of coal fines that were stockpiled on the facilities bench. The stoker and lump <br /> coal stockpiles were very small.No coal haul truck unloading or coal railcar loading operations were in <br /> progress.No problems with fugitive dust were observed. <br /> There were no issues at the material storage area, substation, office or the facilities area.The outslope of the <br /> facilities bench was stable and had a moderate cover of vegetation. <br /> c:/word/terror/insp03 08 <br />
