alluvial groundwater is probably the most important in the area and maybe the most <br />difficult to show that there is no potential to negatively impact it. <br />Finally, the cover letter indicates the other goal is to obtain asite-specific ground water <br />classification of "Limited Use and Quality" for ground water within the permit area. <br />Again, it is unclear if this would apply to all groundwater or just the deeper bedrock <br />groundwater. You followed the procedure set forth in the Regulation 41. But we <br />(DBMS) cannot classify groundwater. Only the Water Quality Control Commission has <br />the authority to classify groundwater and promulgate water quality standards. What is <br />presented in this report would have to be presented to Water Quality Control Commission <br />for that purpose. As indicated in Mike Boulay's August 17, 2007 memo regarding this <br />site, this may be a good option. It may be worth a try since substantial background and <br />research have been invested in this effort. <br />I hope this helps.
