The air intake side of the partitioned slope will be equipped with rail for <br />• transportation of men, materials, and supplies. The rail will extend <br />from the surface opening into the yard where cars can be positioned <br />for loading .and unloading of personnel, supplies, and equipment. <br />The decline portal will be designed, constructed, and maintained to <br />provide stable long-term access for the life of the Northfield mining <br />operations. Portal maintenance, including both openings in the <br />partitioned ;slope, will involve periodic inspections, adjustment or <br />replacement of roof control devices, drainage of any water inflows, and <br />belt and track maintenance to maintain safe and dependable <br />transportation and coal haulage. <br />Upon completion of mining activities, Northfield will seal the mine <br />portal to prevent access. Sealing will require either fabrication of a <br />block or concrete wall, or filling of the opening with compacted <br />incombustible material for distance of at least 25 feet, in accordance <br />with 30 CFR. 75.1711. The void between the portal seal and the surface <br />will be back~Filled with compacted construction debris and overburden <br />-----mater-ia~: -Se~al~ing and-rec-la-mation-of--mine-openings-is- discussed <br />further in SE~ction 2.05.4. <br />• Hoist Systern and Protective Structure <br />A hoist system will be designed and installed to safely transport men, <br />equipment, and supplies in and out of the decline entry. The hoist will <br />be a double drum unit equipped with required overspeed, overwind, <br />and automaitic stop controls, constructed and maintained in accordance <br />with CFR 30, 75.1400. Power for the hoist will be provided by an <br />electric motor, and a backup motor will be provided for continued <br />operation in the event of failure of the primary system. <br />The hoist system will be placed in line with the decline within a <br />prefabricated steel structure to protect the equipment from <br />precipitation and dust, and to provide security for the installed <br />equipment. NVithin the structure with the hoist equipment will be an <br />enclosure foir the full-time hoist operator, along with associated <br />electrical distribution and protection equipment. The supporting <br />concrete pacl will be anchored to bedrock in order to provide the <br />required support and stability for the hoist. General construction and <br />dimensional information for the structure is shown on Table 2.05.3-2. <br />Upon complE~tion of mining and just prior to sealing the portal, the <br />hoist and associated mechanical equipment will be salvaged, the <br />housing and foundation will be demolished, and resulting debris will be <br />disposed of iin designated disposal areas on site. <br />2.05.3-12 Revised 5/01/07 <br />
