7.05(2)(d) ~~ccording to Map 6, Colorado Geologic Survey Geologic- <br />Hazards of Canon City, the facility site contains erosive soils and rockfall <br />areas. Both issues will be mitigated with storm water and sediment <br />control techniques required by Section 4 of The Rule. <br />2.03.8 Pernnit Term Information <br />Northfield requests a 5-year permit term upon approval of this permit <br />application. Information submitted with the application provides mining <br />and reclamattion plans covering the entire mine plan area encompassed <br />by the permiit area. Since proposed mining and reclamation operations <br />will extend beyond the first 5-year permit term, Northfield recognizes <br />that future permit renewals will be required during the life of the mine. <br />Northfield e~;pects to start construction and development activities as <br />soon as possible after all permits are approved, financing arrangements <br />are complete, and coal sales agreements are secured. The project is <br />anticipated to commence by the forth quarter of 2007. <br />During the first permit term, mining activities will essentially include two <br />phases: a surface facilities and portal development phase followed by <br />the producti~~n phase. The mine development phase includes <br />construction of a surface facilities area and associated structures <br />sufficient to support initial mining operations in conjunction with <br />development of the decline and a shaft to provide access and ventilation <br />to begin coal mining. Initiating coal production will be the second phase <br />of mining activities commencing as soon as possible to fulfil sales <br />obligations. Daily initial production rates will vary due to the work <br />involved to establish the underground starting area for mine operations. <br />Development of surface facilities will continue through part of the initial <br />mining phase. <br />Development of main entries into the coal reserve will begin <br />immediately after a starting area is established at the bottom of the <br />decline and the ventilation shaft. The horizontal and vertical extent of <br />underground mine workings are illustrated and described in Section 2.05 <br />of the permit application. The estimated number of acres to be affected <br />during the first permit term and for the life of mine are shown on the <br />following Table 2.03-1, Affected Areas for Mining and Reclamation. <br /> <br />2.03-12 Revised 5/01/07 <br />
