III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash and Marcia Talvitie of the Colorado DRMS.No one <br /> represented the operator during the field inspection and the records check. <br /> Signs and Markers <br /> The mine id sign and the"records location" sign were on the closed and locked entrance gate.The required <br /> information was on the mine id sign. <br /> Roads <br /> The road up Hubbard Creek canyon was very muddy but was passable. Bowie Resources was maintaining the <br /> road for access to their Bowie No. 2 Hubbard Creek vent shaft construction site.The mine road across Hubbard <br /> Creek was graded by Oxbow for access to their vent shaft. The road to pond 5 was covered in snow. <br /> Reclamation <br /> The reclaimed mine site,reclaimed haul road and reclaimed coal stockpile area were covered in deep snow.No <br /> problems with slope stability were evident with any of the reclaimed ground. <br /> Hydrology <br /> Ponds 4 and 5 were covered in deep snow. The collection ditch leading into pond 5,the upland diversion ditch <br /> at the reclaimed coal stockpile area and the road culvert leading into pond 4 were all covered in deep snow as <br /> well. <br /> Records <br /> The required mine records were in the Delta County Courthouse, as documented on the attached records <br /> checklist. <br /> c:/word/blueribbon/insp0208 <br />
