III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash and Marcia Talvitie of the Colorado DRMS. Bill Bear <br /> represented the operator during the records check but no one represented the operator during the field <br /> inspection. The mine site was almost completely covered in snow that was up to 2 feet deep. <br /> Signs and Markers <br /> The mine ID sign and post were on the ground and should be put back up. Surface disturbance markers were up <br /> around the disturbed area except along the cliff where installation would be a safety hazard. <br /> Roads <br /> The entrance road was covered in snow but was passable by foot. <br /> Facilities <br /> The bridge across the river was also covered in snow but could be walked. The entrance gate was closed but not <br /> locked. The gate should be locked for safety's sake. The"no trespassing"sign was up on the gate. The burned <br /> debris of the mine office is still in a pile. The concrete footings have not been broken up yet. <br /> Hvdrolo <br /> The sediment pond had a small volume of snow-covered water in it. The primary discharge gated valve was <br /> closed. The pond embankment was covered in snow but the emergency spillway appeared to have enough <br /> capacity. The hillside spring water treatment pond inslopes and outslopes were covered in snow. The pond was <br /> discharging at about 15 gpm and the discharge was the usual orange color,which has been shown in the past to <br /> be in compliance with water quality standards. <br /> The hillside spring was flowing in its channel to the culvert that brings the water into the treatment pond. The <br /> origin of the hillside spring was about half the way up the first hillside slope. The spring water temperature was <br /> about 96 degrees Fahrenheit at a point about five feet below the origin point. <br /> The collection ditch leading into the sediment pond was mostly snow covered but appeared to have ample <br /> capacity. The mine entrance culvert was covered in snow. The river protection berm was functional. The two <br /> alluvial wells had their well caps on. <br /> Reclamation <br /> The entire hillside was covered in snow, except in the area of the west side backf lied portals and along the <br /> hillside where the hillside spring is located. The reclaimed haul road leading up to the portals was covered in <br /> snow but showed no signs of instability. <br /> Records <br /> The attached records checklist documents that the records were in compliance. <br /> c:/word/bear3/insp0208 <br />
