(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1980-049 <br />INSPECTION DATE 3/7/08 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS WHE <br />This inspection occurred in response to a request from the Operator to discuss a proposed acreage <br />reduction and amendment to the permit. The proposed acreage reduction would include an approximate <br />two acre unaffected area. The proposed amendment would add approximately four acres for a total <br />permit area of approximately 9.9 acres. The Operator has prepared surveyed topographic maps to <br />delineate the area to be removed and area to be added to the permit area. The maps will be submitted <br />with the revisions to the permit. <br />The Mott Gravel Pit is approved for 7.5 acres affected lands for the extraction and processing of <br />construction materials. The permit area includes pre-permit mining related disturbances. Affected lands <br />will be reclaimed to support general agriculture post-mining land use and will be used primarily as a stack <br />yard for hay. According to the reclamation plan, slopes will be reduced to 3H:1V, with topsoil replaced at <br />4-20 inch depth and revegetated with western wheatgrass and alfalfa. Permit status is intermittently <br />active. The Division holds $4,684 financial warranty. <br />Mining and reclamation activities appeared dormant during the time of this inspection. A snow cover of <br />approximately 3-6 inch depth obscured portions of the permit and surrounding lands. Pins, lath and <br />flagging from the recent survey were evident. Pre-permit activities appeared to have included end <br />dumping of overburden material along the southwest border of the permit area and adjacent to Alkali <br />Creek. The pre-permit slope appeared stable; evidence of slumping, sliding or excessive erosion was <br />not observed. Topsoil had been appropriately salvaged from the permitted mining activities and <br />stockpiled along the crest of the highwall. The southern portions of the highwall had been reduced to <br />slopes significantly less than 3H:1 V, which indicate that the Operator is contemporaneously reclaiming <br />affected lands as the pit advances. The remaining highwall was visually estimated at 0.5H:1 V, less than <br />10 feet in height, and less than 300 feet in length. Affected lands were estimated at 1.5 acres. Affected <br />lands appeared stable and well managed. <br />Pursuant to Rule 4.2.1, the Division has estimated the current cost of reclamation at $4,560. Therefore, <br />the existing $4,684 financial warranty appears sufficient to ensure the completion of reclamation.
