• Topsoil Balance <br />• The topsoil balance is completed to ensure topsoil is salvaged, stockpiled, and replaced as <br />recommended and approved in the permit, and, if necessary, to readjust the topsoil salvage and <br />redistribution thickness. <br />Topsoil Salvage and Storage. The life-of--mine disturbance area from which topsoil was salvaged <br />(848.6 acres) and the topsoil stockpile sites as of December 31, 2007 are shown on the 2007 Topsoil <br />Replacement map. During 2007, there was an additional 1.5 acres of topsoil salvaged, all of which <br />was live handled and respread on graded spoil, in addition topsoil was removed from stockpiles and <br />reapplied over graded spoil. <br />The volume of topsoil remaining in stockpiles as of December 31, 2007 was determined by field <br />survey. The stockpile volumes are listed in Table 07.1, Topsoil Stockpile Volumes. As of December <br />31, 2007, there were 70.5 acre-feet of stockpiled topsoil remaining in the mining area. <br />Topsoil Replacement. Topsoil was replaced on 200.2 acres of disturbed area in 2007. <br />Topsoil Replacement Thickness. The topsoil balance as of December 31, 2007 for the remaining <br />life-of--mine is calculated as follows: <br />Mine Area <br />Total disturbance area =848.6 acres <br />Permanent Facilities & Topsoil replaced = 818.5 acres <br />Disturbance area requiring soil = 30.1 acres <br />Soil in stockpiles (Table 05.1) = 70.5 acre-feet <br />• Mean replacement depth available = 2.3 feet (28.1 inches) <br />By dividing the topsoil available by the area requiring topsoil replacement, we arrive at the future <br />topsoil balance thickness of approximately 2.3 feet for the remaining disturbance area. This <br />generalized topsoil balance does not account for any area variations or for permanent facilities not <br />requiring topsoil; it is strictly an area-wide average. <br />During 2007, topsoil thickness sampling was conducted over the topsoiled area on a 500 ft. grid. The <br />data is presented on the 2007 Soil Samples map and on Table 07.6, Topsoil Depth Samples . The <br />overall topsoil replacement depth for the areas reclaimed to date is 21.4 inches. <br />Tab 21, Minesoil Reconstruction, in the PAP, indicates an estimated average of 1.8 feet (21.6 inches) <br />will be replaced over final graded spoil in the mine area and 1.1 feet will be replaced along Haul Roads <br />A and B and the facilities in Section 8. As determined by the 2007 mine wide sampling, topsoil <br />replacement to date of 21.4 inches is right in line with the original projections of 21.6 inches. <br />REVEGETATION <br />• Seeding and Shrub Planting <br />A total of 233.4 acres were seeded/planted in 2007. Of that, 7.5 acres were newly established shrub <br />plots. The area was seeded using Seed Mix #1A (see Table 07.2, Seed Mix #1A, for constituents). In <br />addition, winter wheat was added as a cover crop at 201bs/acre to the Seed Mix 1A. Concentrated <br />• shrub seeding was conducted in the areas where the seedling shrubs were planted. <br />
