• <br />• <br />SENECA II MINE <br />2007 ANNUAL RECLAMATION REPORT <br />2007 DISTURBANCE AREA <br />No additional acres were disturbed during 2007. The total disturbed area remains at 2,295.3 acres. <br />However, during a 2007 Division inspection visit, it was brought to SCC's attention that the Division <br />felt there was a discrepancy in the total acres permitted for disturbance and the disturbed acreage <br />reported in the 2006 Annual Reclamation Report. SCC has researched the issue and has the <br />following explanation for the potential discrepancy: <br />As the Division knows there are two (2) primary categories of disturbance at Seneca II Mine: Pre- <br />Law and SMCRA (permanent program). <br />• Pre-Law disturbed acres = 326.5 acres <br />• Pre-Law Total Bond Release acres = 257.7 acres <br />68.8 acres disturbed and not released <br />Within the SMCRA category, there are acres approved for disturbance and acres actually disturbed. <br />• SMCRA (permanent program acres approved for disturbance = 2,128.0 acres <br />• SMCRA (permanent program)acres physically disturbed = 1.968.8 acres <br />159.2 acres not disturbed <br />In hindsight, these acres should never have been added or reported together, since it has caused <br />confusion within the Division's accounting system. Additional confusion has been incurred now <br />that the recent Pre-Law bond release of 257.7 acres was subtracted from the initial 2,128 approved <br />disturbed acres giving a new total of 1,870.3 acres. <br />The actual disturbed acres are 159.2 acres less than the 2,128 acres approved for disturbance. In <br />summary, the inadvertent reporting of the Pre-Law acres in combination with the permanent <br />program acres has caused considerable confusion. However, the bottom line is that there is no <br />exceedence associated with the permitted disturbance acreage. <br />The new acreage is reflected on the CDRMS Annual Report Form and is included in the text of the <br />following report. The 2007 Reclamation Map portrays the extent of the disturbance boundaries. <br />BACKFILLING AND GRADING <br />There were 8 acres backfilled and graded associated with the solid waste disposal site which is <br />included in the SMCRA permit area. In addition five (5) new "V" ditches were constructed in the <br />125.8 acres of the East Wadge Pit specifically excluded from the. 2006 Phase I Bond Release <br />application. <br />There were also, 67.4 acres of Wolf Creek Pre-Law area backfilled and graded during 2007. <br />SOIL AND SPOIL MONITORING <br />SCC is required by Permit C-80-005 to monitor the salvage, storage, and redistribution of soil and <br />. spoil handling operations at Seneca II Mine. Specific programs include documenting soil recovery, <br />verifying soil redistribution thickness, determining final graded spoil quality and soil fertility, <br />evaluating plant rooting characteristics, recording the source of replaced soil, and completing an <br />annual soil balance. The following sections present the soil and spoil monitoring data for the 2007 <br />calendar year. <br />
