III. COMMENTS -COMPLIANCE Colowyo C-1981-019 26 February 2008 ~~ Pg 1 /6 Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This was a complete inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. The inspection was conducted on 26 and 27 February 2008. Sandy Brown and Mike Boulay of CDRMS and Tony Tennyson of CCC accompanied me on the inspection on 26 February 2008 and Tony Tennyson accompanied me on 27 February 2008. In the morning and early afternoon on 26 February 2008 there was a meeting between the Division and Colowyo regarding several outstanding issues. The meeting notes are contained under a separate cover. The mine was actively mining coal and hauling coal to the loadout at the time of the inspection. The mine was also loading a train on the afternoon of 27 February 2008 while we were at the Gossard Loadout. The weather was warm (for February) and calm and the ground was covered with snow, with deeper snows at the higher elevations of the mine, although some cireas have already melted off. Availability of Records: -All of the required records were available at the mine office. Please see the DRMS Availability of Records form at the end of this inspection for more detailed information. Signs and Markers: -All of the necessary signs were in place as required at the time of the inspection. Mine ID signs were in place at the main entrance and at all of the ponds along Colorado Highway 13 as required. Colowyo has a mine identification sign at the access point (by the Sturgeon house) along Colorado Highway 13, which is the access point to the Section 28 Pond. Roads: -The mine access road and haul road to the Gossard Loadout is a paved road. The road was dry at the time of the inspection and it was well maintained and in good condition. -The light-use road in Taylor Draw to the West Pit Pond, East Taylor Pond and West Taylor Pond was inaccessible due to snow at the time of the inspection. -The haul roads in the East and West pit areas were wet and very muddy on 26 February 2008. B~y 27 February 2008 these roads had, for the most part, dried out. The roads did not show any adverse effects from the wet, muddy conditions and were well maintained and appeared to be stable at the time of the inspection. No erosional problerns were noted on these roads. -The light-use roads around the Gossard Loadout and to the rail loop were wet and muddy but appE~ared to be well maintained and in good condition at the time of the inspection. There was no major rutting evident on any of the dirt roads at Gossard.
