III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />26 February 2008 ~~ <br />Pg 1 /6 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Colowyo Mine conducted by Jim Stark of <br />CDRMS. The inspection was conducted on 26 and 27 February 2008. Sandy Brown <br />and Mike Boulay of CDRMS and Tony Tennyson of CCC accompanied me on the <br />inspection on 26 February 2008 and Tony Tennyson accompanied me on 27 February <br />2008. In the morning and early afternoon on 26 February 2008 there was a meeting <br />between the Division and Colowyo regarding several outstanding issues. The <br />meeting notes are contained under a separate cover. The mine was actively mining <br />coal and hauling coal to the loadout at the time of the inspection. The mine was <br />also loading a train on the afternoon of 27 February 2008 while we were at the <br />Gossard Loadout. The weather was warm (for February) and calm and the ground <br />was covered with snow, with deeper snows at the higher elevations of the mine, <br />although some cireas have already melted off. <br />Availability of Records: -All of the required records were available at the mine office. <br />Please see the DRMS Availability of Records form at the end of this inspection for <br />more detailed information. <br />Signs and Markers: -All of the necessary signs were in place as required at the time <br />of the inspection. Mine ID signs were in place at the main entrance and at all of the <br />ponds along Colorado Highway 13 as required. Colowyo has a mine identification <br />sign at the access point (by the Sturgeon house) along Colorado Highway 13, which <br />is the access point to the Section 28 Pond. <br />Roads: -The mine access road and haul road to the Gossard Loadout is a paved <br />road. The road was dry at the time of the inspection and it was well maintained <br />and in good condition. <br />-The light-use road in Taylor Draw to the West Pit Pond, East Taylor Pond and West <br />Taylor Pond was inaccessible due to snow at the time of the inspection. <br />-The haul roads in the East and West pit areas were wet and very muddy on 26 <br />February 2008. B~y 27 February 2008 these roads had, for the most part, dried out. The <br />roads did not show any adverse effects from the wet, muddy conditions and were <br />well maintained and appeared to be stable at the time of the inspection. No <br />erosional problerns were noted on these roads. <br />-The light-use roads around the Gossard Loadout and to the rail loop were wet and <br />muddy but appE~ared to be well maintained and in good condition at the time of <br />the inspection. There was no major rutting evident on any of the dirt roads at <br />Gossard. <br />
