STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources oF cooI
1313 Sherman St., Room 215 ,
Denver,CO 80203
Phone:(303)866-3567 *1876
FAX:(303)832-8106 Roy Romer
Governor
Michael B.Long
Division Director
October 19, 1993
TO: JIM WARDLE
FROM: PAUL KRABACHER
RE: COAL GULCH BOND FORFEITURE BID NEGOTIATION
Negotiations were conducted with the apparent low bidder, Mike Frick dba Dirt-N-Iron last
Friday, October 15, 1993. Please refer to the specific recap of the items gone over below.
Basically, the project can be completed as bid with modifications to the earthmoving
quantities and constructed channel lengths. Costs for seed and project management were
estimated to total $4,220.00. This is based on seed costs at $1,020.00 and project
management requiring 160 hours @ $20/hr. This would leave $135,780.00 available for
project work which is the project amount negotiated down to as follows.
1. Item 1 Mobilization/demobilization-This item is not negotiable. Mike submitted
the absolute lowest figure (9% based on his original submitted total)
2. Item 2 Earthwork - A reduction of 27,590 cy reduces the bid by $41,109.10 based
on the submitted bid of earthwork, $134,845.00, divided by the yardage, 90,500 cy,
to reach a price of $1.49/cy. The negotiated reduction amounts to 62,910 cy
moved versus the original calculated 90,500 cy. What this reduction of
earthmoving will do is prevent the complete backsloping of the cuts to leave an
estimated 20' vertical portion negotiated to be only in the southern half of the
main cut. The negotiations with Mike concluded that the backsloping of the
northern half of the project cut will be maintained to backslope the more serious
areas, all still to a 2H:1V. Exposed verticals will all be within the southern half
of the main headwall cut delineated by an intermittent drainage which divides the
areas. My calculations show that with a 20' exposed vertical at an averaged slope
length of 230', to obtain a savings of 27,590 cy, the exposed vertical would be
exhibited for a distance of 160'. This 160' length of exposed vertical could be
"distributed" in sections throughout the southern half. Likewise, reduced verticals,
ie. 10' could be achieved in some parts, 25' in others. The southern half measures
approximately 1,000 if in total. The total figures for the amount of vertical slope
to remain can be further reduced by not having to remove and redistribute the
stockpiled "topsoil" pile. The material which is exhibited within the topsoil pile
varies insignificantly with those materials exhibited within the backfill borrow area.
By leaving the topsoil stockpile for reducing the slopes immediately above the
stockpile and further using the stockpile for further slope reductions, a negotiated
10 hours of dozer time will be applied to further slope reductions of the estimated
160' length of 20' exposed vertical cuts. Mike will keep track of material moved
