M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection of the Yoast Mine conducted on February 27, 2008 by Mike <br /> Boulay of the DRMS. Dennis Jones of Seneca Coal Company was present during the entire <br /> inspection. Weather conditions were clear and cool. The mine site was heavily snow covered, <br /> and there was no activity at the site at the time of the inspection. <br /> Availability of R,-cords <br /> All required records were on file and available for review at the mine site office. No problems <br /> were noted with the records review. See the attached Availability of Records checklist. <br /> Roads <br /> Former Haul Roads A and B were snow packed and inaccessible. The only portion of the mine <br /> site that was accessible was from the County Road along Sage Creek. This road was snow <br /> packed but had been recently plowed. None of the mine site access roads had been plowed. A <br /> large amount of snow blocks the entrance to Haul Road A. Pond 011 was not accessible due to <br /> drifted snow and icy conditions on the access road. <br /> Hydrologic Balance <br /> Sedimentation Ponds 012, 013, and 014 were viewed from the County Road along Sage Creek. <br /> The surfaces of these ponds were frozen and snow covered. Ponds 012 and 013 were full and <br /> discharging a small amount of clear water. Dennis Jones of SCC collected a water sample from <br /> the Pond 013 discharge. Pond 013 was discharging at approximately 2 gallons per minute. Pond <br /> 014 was not discharging. Pond inlets and embankments at all sediment ponds were snow <br /> covered and appeared stable. No problems were noted at any of these sediment pond locations. <br /> Slides and Dam,$e <br /> The location of the slide that occurred above Pond 012 was viewed. This area was heavily snow <br /> covered,but it appears that the site of the slide is remaining stable and no additional cracking or <br /> slumping has occurred. Topsoil replacement on this slope is stable and no signs of erosion were <br /> identified. <br />
