III. COMMENTS -COMPLIANCE <br />Below are comment:; on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Hamilton Mine conducted on February 29, 2008 by Mike <br />Boulay and Marcia Talvitie of the DRMS. Dave Andrews, Honeywood Coal Company's <br />contractor brought the records to the mine site from his home in Norwood and left them available <br />for inspection at the Broad Canyon Landfill office located near the mine site. Dave Andrews was <br />not present for the inspection and there was no other representative from Honeywood Coal <br />Company present during the inspection. Weather conditions were sunny and cool. Ground <br />conditions were wet and muddy. There was no activity at the mine site during the inspection. <br />Availability of Rrecords <br />As noted in the previous complete inspection, a copy of the current Mining Permit legal <br />document (issued with Permit Renewal No. 3) was not included with the records maintained by <br />Dave Andrews. This has been rectified and a copy of the Mining Permit is now available and <br />kept with the mine site records. <br />All required records were available for review. Please see the attached records checklist at the <br />end of this inspection report. <br />Signs And Markers <br />The mine identification sign was properly displayed at the mine site entrance along the county <br />road that provides access to the site. <br />Roads <br />The county road. past the turnoff for the landfill office was very muddy beneath the surface of the <br />road. An attempt was made to access the mine site but it was determined to be unsafe to drive <br />very far beyond the mine identification sign. Due to very muddy road conditions the mine site <br />was inaccessiblf;. To avoid damaging the road and possibly getting stuck the decision was made <br />not to drive all the way into the mine area. A small portion of the reclaimed Mining Area No. 1 <br />was visible from the county road. The site appeared stable with no signs of erosion and no <br />problems were noted with this inspection. <br />
