Identificstloa of Potential Pollutant Sources sad Best Management Practices -The SWIG shall identify Po~~ <br />sources of pollutants at the site, and assess the potential of these sourcxs to concrtbute pollutants to stormu-ater dischargce <br />associated with mining activities. The SWMP crust also descrUie appropriate Best h~ pracuces (BMPs) to reduce <br />the potential of these sources to contribute pollutants to stormwater discharges. At a nuiniantan, each of the following shall <br />be evaluated for the reasonable potential for contributing pollutants to runoff: <br />loading and miloading operations; <br />outdoor storage of chemicals or o4~P <br />- outdoor milling or processing activities; <br />- crushing facilities or significant dust and particulate generating activities; <br />- on-site waste disposal practices; ~ p~u~ air waste products; and <br />- stockpiles of overburden, raw tnatetial, intermediate products, byprad ts+ <br />- disturbedareas. <br />Factors to consider include the toxicity of the amterial; quantity of chemicals used: amount of material processed; the <br />lilceh~ood of txuttact with storaivvater, and history of significant drainage, leaks or spt7ls of toxic or hazardous pollutants. <br />The description of the BIVIPs shall include: <br />and storage <br />i) Stormwater diversion: Describe how and where stomtwater will be diverted away from material bandlin8 <br />areas tD prevent storma+ater contamination. <br />2) Mater[ale bandlin8 and spill Prevention: For materials that could iatpiut stormwater rrmoil, all existinS and P~ <br />BMPs that prevent the contamination of stormwater nmoff at the site shall be included arm described. <br />3) Sediment and erosion prevention: Describe practices that will be used to reduce erosion and prevent sedi:rient delivery <br />to State waters. These could include structural (such as silt fences, sediment ponds, drop sunrctuues, check dams) and <br />non-structural (such as mulching and revegetatien) s- <br />4) Other pollution prevetrtioa measures: The plan shall identify any other strttchual and non-swctural measures for. <br />stormwater quality control oa-site. <br />In each case where stomawater pollution potential exists, appropriate preventive aieasimes must be identified ark <br />implemented. <br />c. Preventive Maintenance - A preventive maintenance program is required. and shall involve inspection and maintenance of <br />stormwater management devices (maintenance of di7ces separating mine drainage from stottnvvater, cleaning oiUwater <br />separators and catch basins, etc.) as well as inspecting arai testing of equtpateat and systems m prevent conditions that could <br />cause breakdowns or failures resulting in discharges of pollutants to surface waters. These periodic inspections are different <br />from the cx>~rriprehensive site evaluation (see Part I.D.S~ although the farmer may be incorporated iaLo the latter. F~quiptnent- <br />area, or other inspections arc typically visual cad are normally conducted on a regular basis (eg., daily inspections of <br />loading areas). <br />d. Good Sonsekeepin8 -The SWMP shall identify good housekeeping Procedures that will be followed by the mining <br />operation. Good housekeeping requires die maintenance of a clean, orderly facility 'This part of the SWMP shaA address <br />cleaning and maiatenaaee schedules, trash collection and di~osal luactices, grounds mainLenan~ etc. <br />e. Spill Prevention and Response procedures - Areas where potential spills can ocraa, and their accompanying drainage <br />points, shall be identified clearly is the SWMP. Where sEiProPriate. specifying material g P~~ and storage <br />in the plan shall be considered. Procedures for cleaning up spills shall be idemified in the plan and made <br />available to the appropriate persontul. The necessary equipment to implement a clean up shall be available to persormeL <br />Employee Edaeatlon -The SWMP shall describe employee education programs to inform persoaael at all levels of <br />tesponsbility (who are involved is mining activities that may impact stormwater rtnioil) of the components and goals of the <br />SWMP. Bducaition shall address topics such as spi71 response. flood housekeeping and material management practices. 'The <br />SWMP shall identify periodic dates for such instttiction. Contzactor or tempornry personnel shall be informed of mine <br />operations and control features in order to prevent stormwater'pollution from occuarin8• <br />
