(Exhibit "C" con't) <br />NEAREST LIVE WATER IS EAST PARADOX CREEK WHICH FLOWS <br />INTO THE DECOKES RIVER WHICH IS APPROXIMATELY 4.91 <br />MILES TO THE NORTHWEST FROM THE PROPOSED PERMIT AREA. <br />THE MAJOR RIVERS IN 'THE URAVAN MINERAL BELT ARE THE <br />DECOKES RIVER AND ITS LARGEST TRIBUTARY, THE SAN <br />MIGUEL RIVER. NEITHER RIVER IS CONTIGUOUS WITH THE <br />PROPOSED PERMIT AREA. ONLY EPHEMERAL STREAMS, WHICH <br />FLOW IN RESPONSE TO PRECIPITATION EVENTS. THESE <br />EPHEMERAL DRAINAGES MAY CONTRIBUTE TO THE DECOKES <br />AND SAN MIGUEL RIVERS DURING PRECIPITATION EVENTS. <br />U.S. DEPARTMENT OF ENERGY, JULY 2007). <br />BOTH THE DECOKES AND SAN MIGUEL RIVERS HAVE LARGE <br />SEASONAL FLUCTUATIONS IN FLOW, WITH HIGH RUNOFF IN THE <br />SPRING AND LOW FLOW AFTER MID-SUMMER. THE FLOW OF THE <br />DECOKES RIVER IS REGULATED BY THE Mc PHEE DAM AND <br />UPSTREAM IRRIGATION DIVERSIONS. THE AVERAGE FLOW OF <br />THE SAN MIGUEL RIVER AT URAVAN, 4 MILES ABOVE THE <br />CONFLUENCE WITH THE DECOKES RIVER, IS ESTIMATED AT <br />107,500 ACRE-FEET ANNUALLY (US BUREAU OF RECLAMATION <br />1978).THE WATER QUALITY OH THE RIVERS VARIES <br />CONSIDERABLY ON A SEASONAL BASIS BECAUSE OF <br />FLUCTUATION IN RUNOFF AND IN THE VOLUME OF BRINE <br />GROUND ENTERING THE DECOKES RIVER AS IT PASSES <br />THROUGH PARADOX VALLEY. FROM 1971 TO 1976, <br />CONCENTRATIONS OF TDS IN WARE SAMPLES COLLECTED FROM <br />THE DECOKES RIVER WERE GREATER THAN 12,000 MG/L; THE <br />PRIMARY CONSTITUENTS INCLUDED BICARBONATE, CALCIUM, <br />CHLORIDE, MAGNESIUM, POTASSIUM SODIUM AND SULFATES <br />(US BUREAU OF RECLAMATION 1978). BELOW THE CONFLUENCE, <br />SALINITY OF THE DECOKES RIVER DECREASES CONSIDERABLY <br />DURING PERIODS OF LOW FLOW BECAUSE OF THE INFLOW OF <br />COMPARATIVELY FRESH WATER FROM THE SAN MIGUEL RIVER. <br />
