Appendix G <br />Air Quality Analysis Modeling Report <br />• Vehicle exhaust and point sources (NOX, CO, SOz, PMio, PM2.5) <br />- Worker vehicle emissions during construction and production <br />- Construction equipment (fuel combustion) <br />- Production equipment (fuel combustion) <br />- Locomotive emissions during production, and <br />• Fugitive particulate matter (PMio, PM2.5) <br />- Construction of the mine area facilities, portals and benches <br />- Construction of the transmission line <br />- Construction of the railroad spur <br />- Coal production and processing activities <br />- Vehicle traffic on non-paved surfaces <br />- Wind erosion. <br />Temporary emission increases of criteria pollutants will occur as a result of construction <br />activities, while ongoing criteria pollutant emission increases will occur from production <br />activities following startup of mining operations. Emissions from all the sources and activities <br />listed above may occur during either the construction phase, production phase, or both. <br />Railroad construction is anticipated to begin first, followed next by mine area construction, <br />transmission line construction, and road construction. After all construction is complete, <br />ongoing coal production will begin at the mine site. Accordingly, air quality dispersion <br />modeling was conducted for each of these three distinct project phases, as listed below. <br />• Phase 1: Railroad construction <br />• Phase 2: Mine area /transmission line /haul roads construction. <br />• Phase 3: Production <br />Attachment A to this report is an estimated timeline for expected construction activities and start <br />of coal mining (production). Phase 1 is expected to last 6 months, while Phase 2 is estimated to <br />continue slightly more than a year, followed by the start of Phase 3. <br />3.4.1 Description of Emission Sources in AERMOD <br />All emission sources in the near-field analysis were designated as area sources.
