CHAPTERFOUR Environmental Consequences and Mitigation <br />• Contact with high voltage electricity: Construction and operation of this transmission line <br />will adhere to all approved codes of practices and procedures. Qualified electricians and <br />secured access and isolation procedures will reduce risks associated with high voltage. <br />Failure to provide adequate emergency treatment and response: The federal government <br />recently initiated the Mine Improvement and New Emergency Response (MINER) Act of <br />2006, signed into law on June 15, 2006 by President Bush. In addition to additional <br />emergency air supply regulations, the MINER Act calls for a plan ofpost-accident <br />communication between underground and surface personnel via a wireless, two-way <br />medium, and for an electronic tracking system, permitting surface personnel to determine the <br />location of any persons trapped underground. The new federal standards are mandated to be <br />implemented by June 2009. <br />Alternatives Carried Forward for Further Consideration <br />Grade-Separated Crossing at CR M.8 <br />Traffic safety impacts due to this alternative are addressed under the Transportation section of <br />this chapter. Other than traffic, construction and operation impacts to health and safety would <br />remain unchanged from existing conditions. <br />Four-Quadrant Traffic Control Devices <br />Traffic safety impacts due to this alternative are addressed under the Transportation section of <br />this chapter. Other than traffic, construction and operation impacts to health and safety would <br />remain unchanged from existing conditions. <br />Transmission Line Alternative A <br />Impacts to health and safety under this alternative would be the same as those described for the <br />proposed action. <br />Transmission Line Alternative B <br />Impacts to health and safety under this alternative would be the same as those described for the <br />proposed action. <br />Transmission Line Alternative C <br />Impacts to health and safety under this alternative would be the same as those described for the <br />proposed action. <br />4.2 PHYSICAL RESOURCES <br />4.2.1 Air Quality <br />A detailed Air Quality Analysis Modeling Report has been prepared for this proposed project <br />and is included as Appendix G.
