CHAPTERFOUR Environmental Consequences and Mitigation <br />Transmission Line <br />Construction of the transmission line would not affect hazardous materials. <br />Temporary Impacts <br />Impacts from hazardous materials due to construction of the railroad, water pipeline, <br />transmission line, and access road would remain unchanged from existing conditions. <br />Permanent Impacts <br />Permanent impacts may result from ANID and other toxic forming material created by the <br />mining process. See the mitigation measures section for proposed mitigation. <br />Mitigation Measures <br />As described in the geology and minerals section of Chapter 3, rock in the project area is <br />predominantly shale and sandstone. With little or no sulfur bearing materials, the waste rock <br />will likely be non-acid forming. However, all waste rock would be analyzed to determine if it is <br />an acid-or toxic-forming material. If the rock is determined to be non-acid or non-toxic-forming, <br />it will be stockpiled within the waste rock disposal area as described in the associated surface <br />facilities section of Chapter 2 in accordance with applicable state regulations (2 CCR 407- <br />2.2.04.09 through 2 CCR 407-2.2.04.11). If it is determined to be acid- or toxic-forming, waste <br />will be stored, handled, and disposed of in accordance with applicable state (2 CCR 407-2.4.05.8 <br />2 CCR 407-2.4.10.1 and 2 CCR 407-2.4.14.3) and federal regulations as described in the <br />hazardous materials section of Chapter 3. <br />The facility would implement a program to reduce, reuse, and recycle materials to the extent <br />practicable. <br />The facility would have a Spill Prevention, Control, and Countermeasures (SPCC) Plan (40 CFR <br />Part 112) addressing the accidental release of materials into the environment. <br />Alternatives Carried Forward for Further Consideration <br />Grade-Separated Crossing at CR M.8 <br />Impacts from hazardous materials under this alternative would be the same as those described for <br />the proposed action. <br />Four-Quadrant Traffic Control Devices <br />Impacts from hazardous materials under this alternative would be the same as those described for <br />the proposed action. <br />Transmission Line Alternative A <br />Impacts from hazardous materials under this alternative would be the same as those described for <br />the proposed action. <br />Transmission Line Alternative B <br />Impacts from hazardous materials under this alternative would be the same as those described for <br />the proposed action. <br />4-53 <br />DBMS 608 <br />
