Any displaced distribution lines would be replaced with <br />underbuild lines. <br />Alternatives Carried Forward for Further Consideration <br />Grade-Separated Crossing at CR M.8 <br />No impacts to utilities would result from this alternative. <br />Four-Quadrant Traffic Control Devices <br />No impacts to utilities would result from this alternative. <br />Transmission Line Alternative A <br />Impacts would be the same as described for the proposed transmission line. <br />Transmission Line Alternative B <br />Impacts would be the same as described for the proposed transmission line. <br />Transmission Line Alternative C <br />Impacts would be the same as described for the proposed transmission line. <br />4.1.8 Visual <br />No Action Alternative <br />Under the No Action Alternative, mining development would not occur, and there would be no <br />implications to visual resources. <br />Proposed Action Alternative <br />Visual resource impacts would vary according to viewer location and orientation. SH 139 is the <br />main travel route within the project area. SH 139 is a designated National Scenic Byway. <br />Negative visual influences to the scenery as viewed from the scenic byway would reduce the <br />scenic driving quality of the byway. Development of the mine and associated facilities would <br />occur south of and near the base of the Book Cliffs, at approximately the same elevation as <br />SH 139, and there is little topographical relief or vegetative cover that would screen travelers' <br />views of some of the mine facilities. Northbound travelers would have longer and more direct <br />views of the mine site than southbound travelers. Observers in vehicles traveling at 65 miles per <br />hour may have only fleeting views of some of the facilities. <br />4-27 <br />DBMS 582 <br />
