After the train has cleared the railroad grade crossing, the small number <br />of queued vehicles would quickly disperse. <br />There is a low potential that an emergency vehicle could be delayed at either grade crossing. <br />Since accidents are random events that can happen any time of day or night it is unlikely that one <br />of the four trains per day would delay the responding emergency vehicle by 6.5 to 7.5 minutes. <br />Temporary Impacts <br />Traffic would be temporarily impeded for 2 to 4 weeks during construction of the CR M 8 <br />railroad grade crossing. Egress and ingress to some private property maybe affected. <br />Traffic would be temporarily impeded for 2 to 4 weeks during construction of the realigned CR <br />10 at-grade crossing. Egress and ingress to some private property may be affected. <br />Traffic may be temporarily impeded at the intersection of SH 139 and CR X. Intersection <br />improvements would not require closing of the state highway. <br />A temporary detour would be constructed on SH 139 at the location of the railroad underpass, <br />and traffic speed may be somewhat reduced through the detour. <br />Permanent Impacts <br />Permanent impacts would consist of occasional delays at CR M 8 and CR 10 during train <br />crossings. Some local residents may choose to alter their driving patterns. <br />Mitigation Measures <br />CR X will be designed to meet Mesa County Road and Bridge Standard requirements. Since this <br />road lies with in the Grand Valley Air Shed, the road surface will be asphalt or chip-n-seal to <br />remain dust free. <br />The intersection improvements will incorporate the latest design and safety standards and be <br />designed in accordance with Mesa County and CDOT standards. <br />A traffic management plan will be developed during the final design of the project to minimize <br />disruption to traffic flow. These plans will be designed in accordance with agency standards and <br />will include maintenance of access to private property, minimizing disruption to local businesses, <br />and provision of detours or alternate routes as needed. <br />Construction activities will be coordinated with agency officials to avoid the need for night-time <br />construction in certain sensitive areas near residents. <br />Alternatives Carried Forward for Further Consideration <br />Grade-Separated Crossing at CR M.8 <br />Operation of agrade-separated crossing at CR M8 would lessen transportation impacts as <br />compared to the proposed action as traffic would not be required to stop when a train passes <br />through the intersection. Temporary construction impacts and detours would be considerably <br />longer, as a new bridge on CR M 8 would be constructed over Mack Wash as well as the railroad <br />grade.
