CHAPTERFOUR Environmental Consequences and Mitigation <br />An Industrial Corridor: Some mitigation benefits could be provided through clearer and <br />more transparent communications about associated land use intentions and objectives. In the <br />long run the role and authority of local governments in guiding compatible land uses, <br />working directly with the community residents, will be vital to maintaining the rural quality <br />of life within the Mack-Loma community area. <br />Company Relations with the Community: Along with the other specific mitigation measures, <br />a framework to improve community-company communications and relations is needed. This <br />could take many forms, but should be based on an agreement between the parties to establish <br />clearer expectations and open lines of communication about the mine and rail construction <br />and operations phases. A commitment among all parties to establish a neighborly, working <br />partnership will pay long-term benefits for community sustainability, towards more effective <br />mine operations, and for employee well-being. <br />Alternatives Carried Forward for Further Consideration <br />Grade-Separated Crossing at CR M.8 <br />The socioeconomic impacts under this alternative would be similar to those of the proposed <br />action with two exceptions. The construction employment and expenditures for this crossing <br />could be slightly more than those for the rail spur as proposed. If so, the temporary employment <br />and income effects associated with the construction phase of the project maybe marginally <br />greater than those of the proposed action. This alternative would lessen some of the <br />sociaUcommunity concerns regarding traffic safety and noise impacts. <br />Four-Quadrant Traffic Control Devices <br />Socioeconomic impacts under this alternative would in general be similar to those of the <br />proposed action. This alternative would lessen some of the social/community concerns <br />regarding noise impacts. <br />Transmission Line Alternative A <br />Socioeconomic impacts under this alternative would be similar to those of the proposed action. <br />Transmission Line Alternative B <br />Socioeconomic impacts under this alternative would be similar to those of the proposed action. <br />Transmission Line Alternative C <br />Socioeconomic impacts under this alternative would be similar to those of the proposed action. <br />4.1.6 Transportation <br />No Action Alternative <br />Under the No Action Alternative, mining development would not occur, and there would be no <br />changes to the existing transportation system, and no construction impacts as a result of this <br />alternative. <br />Future traffic volumes within the project area would continue to increase as a result of energy <br />development and economic growth in the area.
