same road as the haul road described above under A.2 (4.03.2(2)(c)). <br />C. Light-Use Roads <br />No specific approvals granted. <br />II. Support Facilities -Rule 4.04 <br />A. Construction of support facilities will not result in damage, destruction, <br />disruption of oil, gas, or water wells or pipelines, coal slurry <br />pipelines, railroads, or utility lines which pass over, under, or through the <br />permit area. Therefore, no written approval from the owner of the affected <br />facilities is necessary (4.04(6)). <br />III. Hydrologic Balance -Rule 4.05 <br />Northfield will construct a single sediment pond to control surface runoff from <br />the support facilities area and for mine dewatering if it is necessary. Two <br />ditches will flank the portal disturbed area on each side of the pond to route <br />runoff to the pond. The ventilation fan site will be a small area exemption where <br />surface runoff will be managed using alternative sediment control methods. <br />One discharge outtall will require approval through the Water Quality Control <br />Division through CDPS permitting. <br />A. Water Quality Standards and Effluent Limitations <br />The Division proposes to grant a small area exemption from use of <br />sediment ponds due to the limited size of the area and due to the fact <br />that ponds and treatment facilities are not necessary for the drainage <br />to meet the effluent limitations of Rule 4.05.2 and applicable State and <br />Federal water quality standards for receiving streams and also due to <br />the fact that no mixing of surface drainage with a discharge from <br />underground workings will occur. The small area to be exempted is <br />located at the mine ventilation fan site located across County Road 79 <br />from the main site facility (4.05.2(3)(b)(i)). <br />B. Diversions and Conveyance of Overland Flow <br />The Division proposes to approve the use of a concrete lining for a <br />permanent diversion. The lining will prevent seepage and provide <br />stability in order to protect fills and property and to avoid danger to <br />public health and safety. The concrete will be used in the apron <br />constructed upstream and downstream of the bridged crossing of <br />Chandler Creek. The apron will likely be removed upon final <br />reclamation when the crossing is no longer necessary (4.05.3(3)). <br />16 <br />
