County Road 79 and west of Chandler Creek. The portal will decline to the south
through the overburden until the Ocean Wave seam is intersected. During the first five-
yearpermit term, mains will be developed throughout the permit area and both
development and retreat mining will occur in panels, 1, 2, 3, 4, 5 in the southern portion
of the permit area and in panels 17 and 18 in the northwest portion of the permit area.
Northfield will use standard modern mining equipment including continuous miners,
shuttle cars, roof bolters, power centers, and feeder breakers. Each working section
will require the above equipment. Northfield intends to initially run one working section
with an additional section added as the mine develops over time.
Surface facilities will be located at the main portal facility area and at the ventilation fan
site located slightly east of the facility area. Surface facilities at the portal area include
offices, slope hoist, bathhouse, shop, warehouse, all coal handling and sizing
structures, power substation, and material storage areas. The main substation and
exhaust fan will be located at the ventilation fan site. Additional facilities proposed for
construction include an access/haul road, drainage ditches, sediment pond, topsoil
storage piles, and a small refuse disposal area. Total disturbed area is approximately
20 acres.
Upon completion of mining operations, all facilities will be demolished or salvaged, the
portal and ventilation shafts sealed, and the facility areas regraded. Salvaged topsoil
will be replaced to the required depth and the disturbed areas revegetated. More detail
regarding the reclamation plan can be found in Section B of this document and in Tab 3
of the permit application.
11
